Scope This Performance Work Statement (PWS) defines all requirements for the procurement, delivery, installation, training, and support of the Portable Training Simulator for VA Maine HCS (Togus) Police Department. 2. Background VA Maine HCS (Togus) Police require a portable, high definition simulation platform to support use of force, de escalation, decision making, and firearms skills training for sworn officers. 3. Objectives The objective is to acquire a turnkey simulator capability providing scenario-based training, HD projection, low-light tracking, tetherless recoil kits, curriculum, installation, and service coverage. Requirements and Tasks n/a 4.1 Deliverables Portable Simulator Package including laptop, projector, speakers, screen, wiring harness, and APEX analytics Training curriculum Two tetherless Sig P320/M17 recoil kits One tetherless M4/AR 15/M16 recoil kit Refill station with CO tank and travel case Installation and operator training Annual Service Plan (two years) 4.2 Functional Requirements Screen size 12 Forward projection Tetherless Pistol: Sig Sauer P320 X-Full x 2 Rifle:  Ar-15 (M4) platform x 1 Operates in any lighting conditions Training/Curriculum a comprehensive mix of active shooter, threat and crisis intervention as well as qualification and tactical shooting exercises. Hospital Senerios. 4.3 Installation and Training Contractor shall perform full system installation and provide onsite operator training including system startup, calibration, scenario operation, recoil kit handling, and analytics reporting. 4.4 Service and Warranty Contractor shall provide two years of Annual Service Plan including telephone support, remote assistance, accessory repair, minor software updates, patches, and ground shipping. Standard manufacturer warranty applies (12 months). 5. Performance Standards and Acceptance Criteria Proper installation of all system components Successful demonstration of HD projection, audio, low light tracking, and scenario runtime Functional demonstration of handgun and rifle recoil kits Successful validation of APEX analytics reporting Receipt of all deliverables undamaged per shipping terms 6. Period and Place of Performance All installation and training services shall occur onsite at VA Maine HCS (Togus) Police Department upon coordinated delivery. 7. Government Furnished Property/Information VA will provide access to training space, electrical power, and government supplied firearms needed for recoil kit configuration. 8. Security, Privacy, and IT Considerations No VA network connectivity is required for this requirement. Should future integration be needed, contractor shall comply with VA Handbook 6500.6 and applicable VAAR 839.101 security clauses. 9. Shipping, Handling, and Risk of Loss Shipping is FOB Origin/FCA International. Title and risk of loss transfer upon delivery to carrier. Buyer must file freight damage claims. 10. Quality Assurance Surveillance Government will assess contractor performance through inspection of deliverables, functional demonstrations, and conformance with PWS requirements. 11. Invoicing and Payment Invoices shall be submitted via Tungsten/OB10 following acceptance of deliverables. 12. Constraints and Special Terms Contractor shall comply with all vendor licensing restrictions, IP protections, export controls, and warranty conditions included in the quote. 9.
