I. The purpose of this solicitation amendment is to answer vendor questions for solicitation 36C24426Q0690.
II. Vendors submitted 21 questions. The Government has included those questions verbatim and provided answers below:
Question 1: What is the desired duration of the exercise?
Answer 1: Tentative Timeline 08:30 to 12:00.
Question 2: Will members of the VAMC staff be available to serve as evaluators or controllers during the exercise?
Answer 2: Yes
Question 3: Is there a requirement for the awarded contractor to provide moulage?
Answer 3: No
Question 4: Is there a requirement for the awarded contractor to provide role players representing victims?
Answer 4: No, we will use volunteers from our staff.
Question 5: Do you anticipate participation from local response agencies, or only VAMC staff?
Answer 5: Not at this time, once exercise has dates, we can ask for their participation. Logan Twp. Police are interested. Our Emergency Manager can do that liaison work.
Question 6: Will the awarded contractor be provided access to VAMC plans/policies/etc for review in the design of the exercise?
Answer 6: Yes
Question 7: Could you please clarify the required proposal submission package? Specifically, are offerors expected to submit only a completed SF-1449 and price quotation, or are there additional technical submission requirements or attachments that were omitted from the solicitation?
Answer 7: This is an RFQ, not a RFP. Offerors are encouraged to submit documentation that supports their company s technical capability for this requirement.
Question 8: If this is a brand-new contract OR if there is (was) an incumbent performing these services.
Answer 8: This is a new requirement.
Question 9: Is proposal submission by email authorized?
Answer 9: Email is the only acceptable transmission for proposal submission.
Question 10: Is funding already approved for this project, and if so, how much?
Answer 10: Funding is approved. We cannot disclose funding details.
Question 11: Approximately how many total participants (VA personnel and external agencies combined) are expected to participate in the exercise?
Answer 11: 35
Question 12: Which external agencies are anticipated to participate (e.g., local law enforcement, fire/EMS, county emergency management, dispatch/911, receiving hospitals, behavioral health, public health, etc.)?
Answer 12: Blair County Emergency Management. Logan Township Police.
Question 13: Will the VA provide any role players, volunteers, or simulated casualties, or should the contractor provide all personnel required for exercise execution?
Answer 13: All role players will be supplied by the Medical Center.
Question 14: Is there an expected or desired number of simulated casualties that should be incorporated into the exercise scenario?
Answer 14: 5
Question 15: Should the contractor provide moulage supplies, casualty cards, triage tags, and patient scripts as part of the exercise?
Answer 15: Medical Center will supply
Question 16: Will the VA provide exercise support equipment (e.g., radios, safety vests, signage, cones, tables, and similar logistics items), or should the contractor include these items in its proposal?
Answer 16: Medical Center will supply.
Question 17: Should the exercise include Rescue Task Force (RTF) operations involving integrated law enforcement and EMS response, or should EMS operations begin only after the scene has been declared secure?
Answer 17: No RTF in this scenario. EMS will begin after the incident is secured.
Question 18: Should dispatch/911 communications, hospital surge operations, patient tracking, public information activities, and family reunification be actively exercised or simulated through scenario injects?
Answer 18: Incident Management Team (IMT) will develop the plan for these items and will not be executed. The evaluation is that we can get the plan set from the Incident Commander in Hospital Incident Command System (HICS).
Question 19: Will the Government provide existing Emergency Operations Plans, Active Assailant SOPs, hospital surge plans, communications plans, facility maps, and other planning documents referenced in the Statement of Work for exercise development?
Answer 19: Yes
Question 20: Are there any known capability gaps or areas of concern the Government would like the exercise to specifically evaluate beyond those identified in the Statement of Work?
Answer 20: No
Question 21: Will the Government consider optional enhancements, such as additional role players, additional controllers/evaluators, or an enhanced After-Action Review/Improvement Plan workshop, if proposed as separate optional pricing?
Answer 21: No, this should be an all-encompassing package according to the Scope of Work
III. The Government has answered all timely vendor questions, and the question period has closed. The Government will not accept further questions relating to this solicitation. The solicitation response time has been extended to 1:00PM, EDT, Wednesday, July 8, 2026.
