The Department of Interior, Bureau of Reclamation, Columbia-Pacific Northwest Region has a requirement for calibration and certification of precision tools, electrical, electronic, and mechanical equipment for all areas of GCPO; including but not limited to all Powerhouses, Switchyards, Industrial Area, Pumping Plant, as well as Safety and Environmental. Calibration to manufacturers' recommendations is required for tools and equipment used to take measurements for test results to show compliance with regulatory requirements and must be traceable to NIST standards.
The Contractor shall furnish all labor, supplies, tools, equipment, special items, necessary consumables and qualified technicians for tool and equipment calibration and certification. This list has approximately 500 tools to include, but not limited to the following brands: Avo, Canflex, Dell, Dilo, Doble, Eaton, Enerpac, Epoch, Flir, Fluke, Hytorc, Meggar, Omicron, Schweitzer, Snap-on and Westinghouse. The type of equipment includes, but is not limited to: IR cameras, ohmeters, multimeters, hand tools, current testers, clamp meters, gas analyzers and test gauges.
Calibration work will be performed by the contractor in the location and manner that is the most economical. Two possible options, or a combination of the two, are Contractor Facility or Mobile Calibration Lab.
Pursuant to Part 12 of the Federal Acquisition Regulations (FAR), Reclamation intends to issue a written Request for Quotation (RFQ) on or about August 31st, 2026. The solicitation will be issued using North American Industry Classification System (NAICS) code 541380, Testing Laboratories and Services, with a Small Business Size Standard of $19.0M. This notice is to assist the Contracting Officer in determining the appropriate socio-economic (if any) set aside.
Reclamation intends to award one (1) Firm-Fixed Price IDIQ contract. The period of performance is five (5) years, with a minimum guarantee and a maximum ceiling to be determined prior to the posting of the solicitation.

A solicitation will be issued at a later date. Interested persons may identify their interest and e-mail a capability statement and relevant history, along with a Unique Entity ID (UEI) number, to Contract Specialist Paula Gross (paula_gross@ios.doi.gov). Responses must be received by 5 August 2026 at 1700 PDT to be considered by Reclamation. A determination by Reclamation not to compete this proposed acquisition, based upon responses to this notice, is solely within the discretion of Reclamation. Information received will be considered solely for the purpose of market research and will not be returned. This sources sought notice shall not be construed as a commitment by Reclamation nor will Reclamation pay for any information provided.
