$300M Indefinite Delivery / Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Facilities Sustainment, Restoration, and Modernization (FSRM) Program at Joint Base Lewis-McChord (JBLM)

1. NOTICE AND DISCLAIMER

This is a Sources Sought Notice and Request for Information (RFI) issued solely for market research and acquisition planning purposes.  It does not constitute a formal Solicitation, Request for Proposal (RFP), or Invitation for Bid (IFB).  There are no bid packages, solicitations, specifications, or drawings available with this announcement.  It does not constitute a procurement commitment by USACE, implied or otherwise.  No contract will be awarded from this Sources Sought Notice.

Participation in this RFI is strictly voluntary.  No reimbursement will be made for any cost associated with providing information in response to this Sources Sought or any follow-up information requests.  Submission of a response does not obligate the Government in any way and will not affect a firm's ability to submit a proposal if a solicitation is issued in the future.

If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE).  It is the responsibility of potential contractors to monitor the GPE for additional information pertaining to this requirement.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to contractors regarding their submissions.

Additional information may be requested after initial response, either from individual respondents or all respondents. 

2. PURPOSE

The U.S. Army Corps of Engineers (USACE), Seattle District, on behalf of Joint Base Lewis-McChord (JBLM), is conducting market research to support acquisition of an estimated $300M MATOC to support Facilities Sustainment, Restoration, and Modernization (FSRM) construction efforts.  This Market Research will help USACE determine the availability and capabilities of firms working within this NAICS code.  The responses to this Notice will also be used to help determine whether a small business or socio-economic set-aside may be suitable to apply to this potential procurement.

3. PROGRAM DESCRIPTION

The purpose of this MATOC will be to support primarily general construction activities at JBLM and its sub-installations (Lewis Main, McChord Field, and Yakima Training Center), including but not limited to renovation, repairs, minor building expansions and pre-engineered buildings (not to exceed the statutory limit for new construction), preventative maintenance, environmental abatement, erosion control and earthwork. 

The JBLM FSRM Program includes operational facilities, training sites, administrative spaces, barracks/troop housing, utility infrastructure systems (HVAC, electrical, fire protection), and site work for JBLM Garrison facilities.  Projects will span multiple facility types across JBLM.

Task Orders under this MATOC are primarily intended to provide a timely procurement response to general construction work such as remediation of facilities, e.g., maintenance, repair, asbestos and lead-based paint abatement, and minor construction situations relating to but not limited to: civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC), and anti-terrorism and force protection.

Projects will be primarily general construction activities including but not limited to renovation, repairs, building expansions, and pre-engineered buildings (not to exceed the statutory limit for new construction), or repair by replacement.  Scope may also include preventative maintenance, environmental abatement (e.g., asbestos and lead-based paint abatement), erosion control, and earthwork.  Construction situations may include but are not limited to civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC), fire protection systems, communications systems, and anti-terrorism and force protection.

The MATOC may also be used for Task Orders expected to require some Incidental Design Work or extension of design effort by the Contractor, to include, but not be limited to fire alarm systems, fire sprinkler systems, HVAC system installation and balancing, communications systems, structural design of minor facilities or components and licensed professional engineer certification of site adaptation of pre-engineered structures.

4. POTENTIAL ACQUISITION STRATEGY

The USACE Seattle District intends to award a MATOC to offerors determined to be qualified in accordance with the evaluation criteria. 

• Aggregate Program Value: Approximately $300 Million ordering capacity, shared among all MATOC contractors.

• Structure: Qualified firms will be issued a MATOC contract, establishing a pool of multiple contractors available to support JBLM FSRM.
   
• Period of Performance: A 5-year base period with a single two (2) year option period.  Exercise of options is at the Government's discretion. 
   
• Project Size and Task Order Limits: The project size for Task Orders under this MATOC are anticipated to be between $250,000.00 and $25,000,000.00, and the average project duration is expected to be between six months to two years.  Based on previous similar contracts, the occurrence of Task Orders may be frequent, especially in emergency situations, and during the 3rd and 4th quarters of the Government’s fiscal year.
   
• Project Delivery Methods: Projects will primarily be executed using Design-Bid-Build project delivery, with task orders representing the construction portion of project delivery.  
   
• Task Order Selection: Competition for task orders will be held among all MATOC participants.  Source selection methods will be determined for individual projects and may include various prices, performance, schedule or other trade-offs on the best-value spectrum.

5. ANTICIPATED INDUSTRY DAY

USACE Seattle District anticipates hosting an Industry Day in the JBLM area on or about 15 October 2026.  Exact date, time, location, registration instructions, and agenda will be published (SAM.gov and/or direct distribution to respondents to this RFI) later.  Firms that respond to this RFI will be prioritized for Industry Day communications.

6. RESPONSE INSTRUCTIONS

Interested parties are requested to submit responses by completing the online questionnaire at: https://forms.osi.apps.mil/r/k6LtDRMKPP  
 

The questionnaire is the Government's primary mechanism for obtaining detailed market research needed for determining the number and availability of contractors interested in this acquisition.
 

Interested parties are also asked to submit a brief capabilities statement containing relevant information not otherwise addressed in the questionnaire.  Capability statements shall not exceed 5 pages in length. 
 

Supplemental capability statements are requested to be submitted via email to the individual(s) listed below no later than 10:00 AM Pacific Time on 20 September 2026.  Late responses may still be considered at the Government’s discretion but are not guaranteed review prior to strategy finalization.
