Biomedical Research Application Evaluation and Support Services (BRAES)

The purpose of this pre-solicitation is to announce the forthcoming solicitation for Biomedical Research Application Evaluation and Support (BRAES) on behalf of the Congressionally Directed Medical Research Programs (CDMRP) within the Defense Health Agency Research and Development (DHA R&D), Medical Research and Development Command (MRDC) located in Frederick, MD at Fort Detrick. This requirement is a performance-based non-commercial, non-personal services support requirement and is anticipated to be a multiple award indefinite delivery indefinite quality (MA-IDIQ) contract. The CDMRP requires BRAES for Scientific Peer Review, and support encompasses: 1) funding opportunity announcement set-up within CDMRP’s electronic biomedical research application portal (eBRAP) (awarded to a single vendor); 2) oversight of electronic receipt and processing of intramural and extramural pre- and full research applications in eBRAP (awarded to a single vendor); 3) application compliance review in eBRAP (awarded to a single vendor); and 4) scientific merit peer review including operation of a secure Contractor-owned, Contractor-operated web-based electronic system, which supports all activities and capabilities specific to peer review (i.e. Scientific Administration and Management) (awarded to multiple vendors).
