India Navy Multi-Role Helicopter Follow On Sustainment

The Naval Air Systems Command (NAVAIR) intends to modify Delivery Order N0001926F1060 with Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, to provide follow-on sustainment for the India MH-60R IN30 effort.

The modification will include follow-on sustainment for Software IN28 and development of the IN30 Configuration, Retrofit labor and Material, program management, in-country Field Service Representative (FSR) support, and over-and-above labor as well as flight test support. The Software IN30 Configuration effort includes continued development, integration, testing, documentation, and support necessary to complete and sustain the India-specific MH-60R IN30 configuration. The projected period of performance for this modification is 2027-2031.

This action is intended to be awarded on a sole-source basis to LM RMS under the authority permitting other than full and open competition, Title 10, U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements.” LM RMS is the original equipment manufacturer, designer, developer, and systems integrator for the MH-60R aircraft and associated weapon system. LM RMS is the only responsible source with the requisite technical knowledge, proprietary technical data, specialized facilities, test equipment, experience, and qualified personnel necessary to provide the required follow-on support and maintain configuration control of the India MH-60R IN30 system configuration without unacceptable cost, schedule, or technical risk.

Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government does not intend to fund the development or qualification of other sources to fulfill this requirement. However, the Government will consider all capability statements received within thirty days after publication of this synopsis. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received may be considered solely for the purpose of determining whether to conduct a competitive procurement.
