Special Notice — Intent to Award Sole Source

The United States Special Operations Command (USSOCOM) hereby gives notice of its intent to negotiate and award a sole-source, firm-fixed-price (FFP) purchase order to:

Company: Research Electronics International, LLC (REI)

This procurement is conducted under the statutory authority of:

FAR 13.106-1(b)(1) ("Soliciting from a single source" under Simplified Acquisition Procedures).

USSOCOM requires specialized, field-deployable Technical Surveillance Countermeasures (TSCM), acoustic speech masking systems, radio-frequency (RF) spectrum analysis, and physical search instrumentation to support operational force protection, secure compartmented information facility (SCIF) sweeps, and counter-surveillance mission sets.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A solicitation package will not be issued publicly.

However, any interested party that believes it can manufacture or supply identical equipment, or demonstrate an equivalent technical capability that satisfies USSOCOM's operational requirements without causing unacceptable delay or cost duplication, may submit a written capability statement.

Capability statements must include:

Company Information: Legal company name, CAGE code, UEI number, business size status under NAICS 334515, and primary point of contact.

Technical Details: Clear documentation demonstrating the ability to supply genuine OEM REI equipment or an alternative system that matches every form, fit, function, harmonic detection algorithm, and acoustic masking capability listed in Section 2.

Response Deadline: All capability statements must be submitted via email no later than 10/7/2026 at 11:00AM Eastern Time.

A determination by the Government not to compete this proposed contract action based upon responses received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
