Sources Sought
This is a Sources Sought Notice issued for market research purposes only. This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB).
The Government is seeking to identify qualified, experienced sources—including Small Businesses, HUBZone, 8(a), Service-Disabled Veteran-Owned, and Women-Owned Small Businesses—capable of manufacturing and delivering standardized Underway Replenishment (UNREP) Working and Repair Tools. These tools support fleet replenishment operations in accordance with NTTP 4-01.4 and NAVSEA technical specifications.
2.0 Scope of Requirements
The selected vendor must be capable of outfitting complete UNREP station toolboxes. These items must meet strict maritime durability standards and conform to standard Navy specifications.
The required tool payload per station includes, but is not limited to, the following assets:

3.0 Vendor Capability Requirements
Interested parties must demonstrate their capability to source, test, and deliver these specialized tools.
Vendors must confirm their ability to comply with NAVSEA S9570-AD-CAT-010 (UNREP Hardware and Equipment Manual) and any associated military specifications (MIL-SPEC) for metallurgy, anti-corrosion, and safe working load (SWL) limits. Commercial-off-the-shelf (COTS) items may be acceptable only if they directly map to the precise tolerances required for emergency breakaway procedures and standard replenishment evolutions.
4.0 Submission Instructions
Interested and capable sources are requested to submit a Capability Statement (maximum 5 pages) detailing their ability to meet the requirements. Responses must include the following organizational data:

5.0 Disclaimer and Legal Notice
This notice does not constitute a commitment by the Government to issue a formal solicitation or award a contract. The Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this notice will be solely at the interested party's expense.
