Background: The National Institutes of Health (NIH), Division of Police, is responsible for providing and administering contract guard services at specific buildings and entrances both on and off the NIH campus in the Washington-Baltimore area to supplement security systems and law enforcement personnel. To provide independent quality validation of this contract guard force, free of the bias inherent in self-assessment, NIH separately acquires performance management and surveillance services of the guard force vendor from a different contractor not involved in day-to-day security operations. This surveillance function is critical to validating that contract security guard services are performed at a continuous, acceptable quality level, helping prevent weaponized vehicles and unauthorized personnel from entering the NIH main campus and satellite facilities. There are currently 22 separate posts/locations on the main campus and 9 off-campus sites with contract guards assigned, several staffed 24 hours a day, located throughout the greater Washington-Baltimore region including Bethesda, Baltimore, Fort Detrick, Poolesville, and Rockville, Maryland. Purpose and Objectives: The purpose of this acquisition is to procure surveillance and quality assurance services of NIH's contract security guard force, consistent with the Guard Force Quality Assurance Surveillance Plan / Performance Requirements Summary (QASP/PRS). Project requirements: Independently, and not as an agent of the Government, the Contractor shall perform the following: Conduct random, scheduled, and unscheduled inspections/surveillance of the contract guard force at all NIH facilities in the Washington-Baltimore area with assigned contract guards, during all hours of the day and night, including holidays, weekends, and periods of inclement weather. Evaluate guard force performance across five categories: Access Control; Roving Patrols; Training and Recruitment; Professional Guard Service and Complaint Monitoring; and Continuous Improvement/Contract Reporting. Conduct surreptitious attempts to penetrate perimeter vehicle entrances and building entrances, including testing vehicle entry points from a vehicle operator's position, using contractor-provided and maintained vehicles. Report negative surveillance findings to the NIH Contracting Officer's Representative and Division of Police within 30 minutes of an observed infraction, with electronic data entry follow-up. Provide immediate/next-business-day written reports for reportable incidents (e.g., vacant posts, validated sleeping-on-post infractions, incidents involving designated NIH senior officials), plus weekly, monthly, and quarterly summary reporting. Provide personnel deployment schedules not less than two weeks in advance. Maintain staffing capable of maintaining telephone communication with NIH at all times while performing assigned duties. Document surveillance processes for each facility/location within 90 to 120 days of surveillance beginning at that location. All assigned personnel must maintain required security clearances, undergo background investigation, and comply with HSPD-12 requirements for access to NIH secure areas. Locality Requirement: Per the Statement of Objectives for this requirement, the contractor shall maintain an administrative office within 100 miles of the NIH campus, to facilitate regular coordination between the Project Officer and the Contractor.
