Special Notice
The U.S. Army Corps of Engineers (USACE) is issuing this special notice to announce an upcoming competition for construction solicitation for Fort Carson ECS using CM@Risk under 10 USC §2808a Other Transaction Authority for Construction. This notice is for informational and planning purposes to allow interested parties to prepare for and provide feedback prior to the official solicitation release.
I. INDUSTRY DAY
USACE intends to conduct an Industry Day on 06 October 2026 at 0900 Mountain Time to provide an overview of the project, acquisition strategy, and anticipated requirements. This event will provide interested parties with an opportunity to gain additional insight into the project and proposed Construction Manager at Risk (CM@Risk) approach under an Other Transaction (OT) framework, ask questions, and provide input in advance of the official Request for Qualifications (RFQ) release.
General questions from industry participants will be permitted during the Industry Day; however, all discussions and responses provided during the event are considered unofficial and are for informational purposes only. Statements made during the Industry Day do not constitute a commitment, authorization, or binding guidance related to the future Request for Qualifications (RFQ). Official Questions and Answers (Q&A) will be accepted and addressed following the release of RFQ.
Please use the direct special event link below to register for access to Fort Carson. You must be a U.S. Citizen and have a REAL ID to complete registration. If you do not, you must go the Fort Carson Visitor Control Center (located at Gate 1, located off 115 HW) with your State ID plus a U.S. Passport OR Certified birth certificate and Social Security Card to obtain access. Individuals with a valid CAC, should be able to access the installation directly.

Site Visit – Primary parking lot is at the CBRN Chamber across the tank trail at the intersection of Minick Ave and Prussman Blvd. Additional parking is available on Minick Ave less than a quarter mile NW of the CBRN Chamber lot.

This acquisition will deliver a consolidated, fully functional ECS complex on an undeveloped 48-acre parcel of land at Fort Carson, CO. This site features a comprehensive range of facilities designed to support the mission of ECS-42, which is responsible for the maintenance and storage of key military assets assigned to 83 regional Army Reserve units.
The operational readiness of this military equipment is essential for both training Army Reserve Soldiers and equipping units from which the Active component will draw upon for critical warfighting capabilities inherent to deployable combat forces.

USACE, Louisville District will use a streamlined competitive selection process:
VI. ACQUSITION STRATEGY – AWARD
The agreement will be awarded to the most qualified Construction Manager at Risk (CMAR) to provide preconstruction services and construction. Phase 1 of the CM@Risk agreement will include pre-construction services. The selected CMAR will act as an expert consultant to the Government, collaborating directly with USACE and the third-party Designer of Record during active design progression. The Government’s intent is to award the Phase I Agreement for Preconstruction Services prior to the 65% design review meeting. Phase 2 of the agreement will include scope for all construction activities necessary to complete the project. The agreement will be Firm-Fixed-Price (FFP).
All interested parties should monitor the official solicitation announcement, which will provide complete details and submission instructions. Draft documents may be provided at a future date for feedback and informational purposes only and are subject to change upon issuance of the formal Project RFQ.
