Notice of Intent to Sole Source | FSA DAFLP Conference

The U.S. Department of Agriculture, Farm Loan Programs (DAFLP) hereby issues this Notice of Intent to award a sole-source, Firm-Fixed-Price contract/purchase order. The Government intends to negotiate exclusively with the vendor identified to secure integrated hotel lodging rooms and compliant training facility spaces.

This acquisition is being conducted as a sole-source action under the simplified procedures for commercial products and services in accordance with FAR Part 12. Under the Revolutionary FAR Overhaul, commercial publicizing and simplified streamlined procedures are fully managed under FAR 12.201-1. The contracting officer has determined that the unique circumstances of this acquisition justify a single-source award beneath the simplified threshold.

 

DAFLP requires a single, fully integrated venue capable of simultaneously housing attendees and providing dedicated classroom training facilities for an essential in-person training event in September 2026. This event must accomodate 191 attendees, provide ample conference space to include a general sessions room and 5 breakout rooms and audio visual equiment for the specified dates. 

Comprehensive market research encompassing multiple Federal and commercial properties in Omaha NE, demonstrated that the proposed vendor is the only source capable of meeting the Government's technical constraints without severe mission disruption.
