Action: Choose whether or not a fully serviced lease is required.  Also choose 1-PERCENT-ANNUAL-CHANCE floodplain (formerly referred to as “100-year” floodplain) unless requirement is identified by agency as a critical action.

Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.  A fully serviced lease is required.

Expressions of interest must Include.

1. Building name and address;
2. Contact information and e-mail address of offeror’s authorized representative;
3. ABOA square feet and rentable square feet available, identifying the specific floors and square footages;

1. Asking full-service rental rate per ABOA square feet square feet and rentable square feet inclusive of a standard GSA warm-lit shell; or
2. Asking full-service rental rate per ABOA square feet and rentable square feet inclusive of a standard GSA warm-lit shell, a tenant improvement allowance of $63.23/ABOA square foot, and a BSAC allowance of $12.00/ABOA square foot;
3. Operating costs per ABOA square feet and rentable square feet included in the full-service rates;
4. Submission by anyone other than the owner or manager of a property must be accompanied by written consent from the ownership granting authority to the representative in providing the information to the Government.

note that any figures used for a cost benefit analysis (CBA) must be supportable.

Consideration of “non-productive agency downtime” in a CBA should be rare. A best practice is to obtain a rate with the expression of interest in order to help facilitate the JOFOC and CBA.
