The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), (Enter Requiring Office) plans to procure, on a sole source basis, (Enter Items/Services being acquired) from:

The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811210.
This acquisition is to acquire continuous maintenance service for two (2) Government-owned Vision RT systems. These systems are used by NIH CCR ROB staff during external beam radiotherapy treatment of NIH cancer patients. The Vision RT systems are highly specialized proprietary medical devices and include patented software that is proprietary to Vision RT, Inc.
The ROB, CCR purchased two Varian TruebeamsSTX radiotherapy accelerators. The first one was purchased in October 2014. The second was purchased in May 2017. Each of these TrueBeam accelerators came with VisionRT patient tracking systems. Maintenance service support was provided by Varian until January 2020, when Varian dissolved their partnership with VisionRT. In order to maintain these patient tracking systems, commercially available, maintenance service support must be purchased. The requested services were previously handled under a maintenance contract with Varian (HHSN261201600102P and HHSN261201800337P). In 2020, Varian stopped providing service coverage on the VisionRT Patient Motion Tracking Systems. Vision RT, Inc. continued the maintenance under PO# 75N91021P00469 until June 30, 2026.
Vision RT Inc. is the sole manufacturer and distributor of the Vision RT system. This vendor owns the proprietary software needed to provide the required remote support on these medical devices. These systems have specialized operating systems that only service engineers at Vision RT are authorized to handle. The vendor’s service engineers are factory-trained to provide service on these highly specialized instruments. The Vision RT systems at ROB are used daily by clinical staff. Downtime due to malfunctioning would directly impact the NCI mission by delaying research efforts and patient treatment. These medical devices cannot be down for an extended period of time. Therefore, vendor response timeframe is critical to keeping the Vision RT systems running at optimal performance despite heavy usage; regular maintenance is necessary for their continuous proper function. Only one source is capable of providing the supplies and services required at the level of quality required. The maintenance services are highly specialized and must be maintained by the original manufacturer. The only way to maintain proper calibration, maintenance, and parts of this critical cell sorter is to acquire maintenance agreement with Vision RT, Inc. The manufacturer does not license third party technicians; therefore, Vision RT, Inc. is the only known provider to the NCI that can meet the Government’s needs at this time.
This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government’s needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contract Specialist/Procurement Technician, Elizabeth Vitucci, at elizabeth.tucker@nih.gov no later than 3:00 P.M. EST on Wednesday, August 26, 2026 (08/26/26). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. To receive an award, Contractors must be registered and have valid certification through SAM.GOV. Please reference the notice number 75N98026Q01058 on all correspondence.
