The Environmental Protection Agency’s (EPA) Office of Chemical Safety and Pollution Prevention (OCSPP) has a requirement to purchase a Meso Scale Discovery Silver MesoAdvantage Plan Maintenance Agreement for the MESO QuickPlex SQ 120. The MESO QuickPlex SQ120 is highly specialized equipment that OCSPP scientists use for chemical screening and evaluating associated effects on human health and the environment. This maintenance agreement ensures that the instrument is operating properly and is serviced with Original Equipment Manufacturer (OEM) parts. 

The Agency intends to negotiate a sole-source Purchase Order (PO) with Meso Scale Discovery in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a), with a twelve-month base period and four twelve-month option periods. Evaluation and award will be in accordance with RFO 12.2. Due to the proprietary nature of the equipment and its maintenance, this procurement is planned to be awarded without full and open competition.

It is imperative that the manufacturer, Meso Scale Discovery, maintain the equipment using company-certified technicians. Meso Scale Discovery does not have authorized resellers, and there are no known third-party vendors able to service the equipment without voiding warranty agreements. Meso Scale Discovery is the only company with the requisite technology and skillset to repair and maintain the equipment without risking additional repair costs to the Agency.

This notice of intent is not a request for quote therefore, no solicitation will result from this announcement. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement by the response due date indicated above. Timely responses will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the procurement based upon the responses to this notice is solely within the discretion of the Contracting Officer.
