UPDATE

AMENDMENT 0004

Amendment 0004 to Solicitation W519TC26RA019 formally extends the proposal and Q&A deadlines, incorporates a new Small Business Participation evaluation factor, adds applicable FAR clauses and attachments, and provides official responses to contractor-submitted questions.

1. Schedule Extensions:

   • Proposal Submission Deadline: Extended from July 30, 2026, to August 6, 2026, at 10:00 AM CST.

   • Contractor Q&A Deadline: Questions regarding the solicitation and technical drawings must be submitted in writing no later than July 24, 2026, at 10:00 AM CST to Isaac Smith (isaac.c.smith36.civ@army.mil).

2. Acquisition & Evaluation Updates:

   • Formally incorporates Factor 4: Small Business Participation into the overall "Acceptable/Unacceptable" evaluation framework.

   • Revises Proposal Instructions (Section L) and Evaluation Criteria (Section M) to detail requirements and Government goals 

3. FAR Clauses & Section J Attachments:

   • Formally incorporates multiple Small Business and Progress Payment FAR clauses 

   • Incorporates Attachment 0004 (Small Business Participation Plan) and Attachment 0005 (EA-G-1723) into Section J.

4. Contractor Questions & Answers:

   • Formally publishes official Government responses to eight (8) contractor-submitted questions 

All other terms, conditions, processes, and provisions of the original solicitation remain unchanged and in full force and effect.

Amendment 0003

The purpose of this Amendment is to extend the Closing of this Solicitation From 08 July 2026  to 30 July 2026. All Responses are due by 30 July 2026 by 10:00 AM CST. Be advisded Attachment labeled (Solicitation W519TC26RA019 - Conformed to AMD 0001,  Solicitation Amendment 0002 - W519TC26RA0190002 and Solicitation Amendment 0003 - W519TC26RA0190003) must be signed and included with Proposal  package. 

Amendment 0002

The purpose of this Amendment is to extend the the Closing of this Solicitation from 22 June 2026 to 08 July 2026. All Responses are due by 08 July 2026 by 10:00 AM CST. Be advisded Attachment labeled (Solicitation W519TC26RA019 - Conformed to AMD 0001 and Solicitation Amendment 0002 - W519TC26RA0190002) must be signed and included with Proposal  package. 

Amendment 0001

The purpose of this Amendment is to make multiple corrections to  Narratives, Clauses, Line Items, and Attachments. Please see the attached Ammendment 0001 for complete updates and see the attachments for the updated versioins of drawings and TDP. 
Be advisded Attachment labeled (Solicitation W519TC26RA019 - Conformed to AMD 0001) must be signed and included with Proposal  package. 

BASE
The United States Army Contracting Command-Rock Island requests a proposal for Energetic Subcomponents of the m82 Simuat Screening Grenade in support of Pine Bluff Arsenal, in accordance with (IAW) Federal Acquisition Regulation (FAR 15) - Contracting by Negotiation. This solicitation is expected to result in a five (5) year, Firm Fixed Price (FFP) Indefinite Deliver/Indefinite Quantity (IDIQ) contract to the offeror whose proposal is responsible and adheres to all the terms and conditions of the solicitation with the lowest priced technically acceptable proposal. This requirement is issued under NAICS 332993 and is a Total Small Business Set Aside.
