This Sources Sought Notice is issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 6, to conduct market research and identify capable sources for providing for a Tactical Range Training for the Central Virginia VA Health Care System

This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. This is not a request for bids, quotes, or proposals. All responsible sources must submit a capability statement addressing their capabilities, capacity, place of manufacture, and location which shall be considered by the agency.  Responses are voluntary and will be used to determine the appropriate acquisition strategy. This notice is posted as UNRESTRICTED and is intended to gauge the entire marketplace.

All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

Contract Title. Tactical Range Training
Background/Dates of Service (Period of Performance). The Central Virginia VA Health Care System (CVHCS) is requesting range usage for VA Police at the medical center in Richmond, VA from October 2026, through September 2030. Base + 2 Years.
Scope.
The Contractor shall provide three clear ranges necessary for weapons training required for Veterans Affairs Police qualifications and training as needed to maintain certification. Vendor will be available to set up the range and remain onsite to provide services needed at the requested time.
REQUIREMENTS:
INTRODUCTION
The Veterans Health Administration (VHA), Police Service of CVHCS, located at 1201 Broad Rock Boulevard, Richmond, Virginia, requires weapons training and qualifications for all police officers.
Specific Requirements:
a.) RANGE REQUIREMENTS
CVHCS Police Service requires the minimum of seven individual lanes for pistol qualifications and training. Automated target carriage with rotating target control for timed qualification. Tactical (TAC) range required for long gun qualifications and training. A shoot house is required for training and real-life scenarios. All ranges provided with air ventilation and proper room-controlled temperature.
b.) FACILITY
CVHCS Police Service requires a classroom for mandatory instructional videos and teaching for annual certification.
SPECIAL CONTRACT REQUIREMENTS:
HOURS OF OPERATION
The services covered by this contract shall be furnished by the contractor as defined herein. The contractor shall not be required, except in case of emergency, to furnish such services on Federal Holidays or during off duty hours as described below.
Normal working hours are Monday through Friday, 8:00am-4:30pm, excluding federal holidays which are as follows:

Thanksgiving Day Christmas Day
Any other day specifically declared by the President of the United States to be a federal holiday. When one of the holidays falls on Sunday, the following Monday shall be observed as a Federal Holiday. When a holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday.
