Solicitation number 145022-26-0013 is issued as a Request for quotation (RFQ) for one (1) Methane and Ethane Gas Analyzer and one (1) Formaldehyde Gas Analyzer. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The objective of this procurement is to acquire two high-performance, research-grade gas analyzers capable of providing continuous, sensitive, and stable measurements under laboratory, mobile, and airborne operating conditions:

One (1) Aeris MIRA Strato Plus Methane and Ethane (LDS) Gas Analyzer for high-resolution measurements of atmospheric methane and ethane on a research UAS.

One (1) Aeris MIRA Ultra Rackmount Formaldehyde (HCHO) Gas Analyzer for high-resolution measurements of atmospheric formaldehyde.

Salient Characteristics: 

Utilizes Mid-infrared Absorption (MIRA) technology for trace gas monitoring. 

Highly portable, lightweight form factor suitable for benchtop, mobile laboratory, tower, or drone/aircraft deployments. High-precision, parts-per-billion (ppb) measurement capability for Methane (CH4) and Ethane (C2H6) dry mole fractions to distinguish between biogenic and thermogenic sources. 

Must include or seamlessly integrate with a Nafion dryer (for moisture correction), external pump, and flow control. 

Near real-time automated data transmission capabilities. 

Measurement precision of 1 ppb for CH4 in one second at approximately 2000 ppb CH4 

Data output should be available via ethernet port or USB connection. 

The size of the optical component (temperature-controlled cell and detector) must be no larger than 7” x 8” x 5” (not including associated electronics and gas handling components). 

Power consumption < 25W at steady state 

Must be compatible in size, power, and electrical and data connections with the Aeris MIRA Ultra portable gas analyzer

Solicitation number 145022-26-00 is issued as a request for quotation (RFQ), One (1) Aeris MIRA Strato Plus Methane and Ethane (LDS) Gas Analyzer for high-resolution measurements of atmospheric methane and ethane on a research UAS and One (1) Aeris MIRA Ultra Rackmount Formaldehyde (HCHO) Gas Analyzer for high-resolution measurements of atmospheric formaldehyde with tariff, and shipping to provide continuous, sensitive, and stable measurements under laboratory, mobile, and airborne operating conditions.

This acquisition is set-aside for small business concerns.  The associated NAICS code is 334516.  

DELIVERY WITHIN _45__ DAYS FROM DATE OF AWARD.

The Government intends to award a low priced, technically acceptable brand name firm fixed-price purchase order on an all or none basis with payment terms of Net 30.

BRAND NAME OR EQUAL REQUIREMENT FOR THE FOLLOWING:

CLIN 1001 -

One (1) Aeris MIRA Strato Plus Methane and Ethane (LDS) Gas Analyzer for high-resolution measurements of atmospheric methane and ethane on a research UAS.

CLIN 1002 - 

One (1) Aeris MIRA Ultra Rackmount Formaldehyde (HCHO) Gas Analyzer for high-resolution measurements of atmospheric formaldehyde.

All offered products must meet the requirements of Buy American-Supplies to be considered. Provide verification of the country of manufacture for offered products.

(iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102).

INVOICES TO BE BILLED MONTHLY IN ARREARS VIA IPP. PROVIDE MONTHLY AND ANNUAL PRICING FOR EACH BASE AND OPTION YEAR. QUOTE PRICING MAY BE PROVIDED ON ATTACHED SF18 FORM OR ON COMPANY LETTERHEAD.

(iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see part 47).

Deliver by November 15, 2026.

THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES.  IT IS THE CONTRACTOR’S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT.

(viii) Any other additional information required by 5.101(c). 

Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
