AMENDMENT 02: Replace Site Lighting Electrical Conduits at 5 LFs

This is a Combined Synopsis/Solicitation for simplified acquisition of a construction requirement. This announcement constitutes the only solicitation/notice, responses/proposals are being requested, and further written solicitation will not be issued. This solicitation will be solicited as a 100% Small Business Set-Aside on SAM.gov. The 90th Contracting Squadron is issuing this requirement under FAR Part 13, Simplified Acquisition Procedures. The Government intends to award a Firm Fixed-Price contract. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2025-06 published 01 December 2025, Defense Federal Acquisition Regulation Supplement (DFARS) published 10 November 2025, and Department of the Air Force Acquisition Regulation Supplement (DAFFARS) DAFAC 2024-1016 effective 16 October 2024. Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation. It shall demonstrate the ability to provide the required services in accordance with the Statement of Work (SOW) Rev 1 dated 13 April 2026.

1. Refer to Attachment 1 Statement of Work (SOW) Rev 1 dated 13 April 2026 to the above project to include all contract materials and workmanship to be supplied and performed in accordance with existing contract standards, codes, practices and specifications. Refer to Attachment 2 AF Form 66 for submittals.

2. Company must be registered in SAM.gov and fit the small business size standard of the solicited NAICS. Awardee shall be registered in SAM, no active exclusions, and acceptable supplier risk profile in SPRS module. A score in the NIST SP 800-171 (if below 110 a plan of improvement is required with proposal) or Level 2 in CMMC of SPRS is required to obtain the Attachment 3 CUI Map Layout Rev 1. Please fill out Attachment 3 MFR CUI Control & Receipt to have your assessment score checked and if compliant, obtain the necessary CUI Map Layout to fully understand the scope of the project. Proposals received from Contractors who did not obtain Attachment 3 CUI Map Layout Rev 1 may be deemed unacceptable due to not having the full scope of the project. Offerors who do not have a NIST SP 800-171 basic assessment or CMMC Level 2 shall not be eligible for award. 

3. The site visit is scheduled for Tuesday 14 April 2026 at 9:00 am MDT. Meet at Gate 2 off Missile Dr., outside of F.E. Warren AFB, WY to caravan to the site. Personnel wishing to attend will need to provide their Drivers License image (front side) to be put on an Entry Authorization List (EAL) as the site to be visited is secured. Please submit the images of the Drivers Licenses of those wishing to attend to megan.evans.3@us.a.fmil and kyra.niece@us.af.mil by 3:00 pm MDT Monday 16 March 2026. Those who do not submit a Driver License image by the deadline will not be able to attend the Site Visit. See Attachment 7 Post Site Visit Questions & Answers.

4. Questions are due to 90 CONS by 11:00 am MDT, Wednesday, 15 April 2026. Submit questions via email only to Ms. Megan Evans at megan.evans.3@us.af.mil and SSgt Kyra Niece at kyra.niece@us.af.mil. 

5. The Davis Bacon Act Wage Determination applies, refer to Attachment 4 Combined Wage Determinations.

6. A Bid Guarantee is required, please submit Attachment 5 SF 24 Bid Bond Form, along with your proposal.

7. This solicitation, along with Attachment 6 Cost Estimate Breakdown, is also to be submitted with the proposal.

8. Submit proposal to this RFP no later than 11:00 am MDT on Monday, 27 April 2026 by emailing proposals to megan.evans.3@us.af.mil and kyra.niece@us.af.mil. Solicitation responses shall be sent via electronic means only (emailed only; mailed, hand-carried or faxed proposal shall not be accepted). Offers shall have a valid date of 60 calendar days from day of proposal receipt. Late offers shall not be accepted once solicitation has ended.

Amend 01: The purpose of this amendment is to offer a Site Visit on Tuesday 14 April 2026 at 9:00 am MDT. Meet at Gate 2 Parking Lot, off of Missile Dr. outside of F.E. Warren AFB, WY. To attend the site visit, a Driver's License image must be submitted to Contract Specialist Megan Evans at megan.evans.3@us.af.mil and Contracting Officer SSgt Kyra Niece at kyra.niece@us.af.mil by 3:00 pm MDT Monday 16 March 2026 to be processed and added to the Entry Authorization List (EAL). Those who do not submit a Driver's License image by the deadline will be unable to attend the Site Visit.
Questions will be due Wednesday 15 April 2026 by 11:00 am MDT.
Proposals will be due Wednesday 22 April 2026 by 11:00 am MDT.

Amend 02: The purpose of this amendment is to:
1. Update Atch 1 Statement of Work Rev 1 13 Apr 2026
2. Update Atch 3 CUI Map Layout - offeror must submit Atch 3 MFR CUI Receipt and have a NIST SP 800-171 score or Level CMMC prior to obtaining the CUI documentation
3. Include Atch 7 Post Site Visit Question & Answer
4. Extend Proposal deadline to Monday, 27 April 2026
