This is not a solicitation but rather a Request for Information (RFI/Sources Sought) for market research purposes only. Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5, is issuing this Sources Sought in order to identify capable firms and obtain information for planning purposes only.
Responses must be submitted by 12:00 PM EST, May 15th, 2026. Submit responses to this Sources Sought via email to james.ferro@va.gov All SDVOSB and VOSB firms that respond shall include proof of SBA certification via https://veterans.certify.sba.gov/All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). While SDVOSB/VOSB firms are preferred, all capable firms are welcome to respond to this Sources Sought. All respondents to this Sources Sought shall include as part of their response answers to the below questions and provide any additional pertinent information that supports the answers. If there are any ambiguities in this Sources Sought, please identify them in your response.
The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses.

Statement of Work (SOW)
Nutrition and Food Service Combi Ovens
A. Background
The mission of the Hershel Woody Williams VAMC is to provide patient care. The mission of the department is the safe delivery of nearly 50,000 meals per annum. Food safety and temperature control are extremely important as related to patient safety. The existing Convectional Ovens in place is in need of replacement due to wear and tear, therefore replacement is warranted. In accordance with VHA 1109.3 Nutrition and Food Service Safety and VHA 1109.4 Food Service Management Program, requires the use of effective and safe equipment for the production and service of patient meals.
B. Objective
Following the completion of the proposed tasks, the client will be able effectively heat food to proper levels required to assure patient safety and customer satisfaction, in Accordance With (IAW) established guidelines.
C. Scope of Work
The proposed turn-key operation will include meeting the gas/electrical specifications in full scope. The contractor will coordinate with in-house services to ensure the safety of delivery and work area during all phases of the proposed work.
Requirements:

RCI RATIONAL Certified Installation for a RATIONAL Water Filter System
The contractor shall meet the gas/electrical requirements and measure specifications of the facility.
The contractor shall ensure that the equipment is installed IAW, plumbing, electrical, gas, and building codes through the measurement of BTU, voltage, watts, and amperage.
Contractor shall uninstall, remove, and dispose of existing oven equipment.
The contractor shall do a functional test of the equipment and trouble shoot as necessary. The contractor shall provide client training on operation and maintenance. CAP Chef Assistance Program, a RATIONAL certified Chef conducts 4 hours/location specialized application training with personnel, no charge

Schedule: Post 40 days of contract award, the contractor shall complete the noted deliverables.
Government Furnished Property: None
Property provided by Contractor: Contractor shall provide all tools required to manage the task. Contractor shall ensure personnel protective equipment for personnel.
Security Requirements: The contractor shall ensure that all contractor personnel working on the jobsite obtain successful background investigations.
General Responsibilities: Timely and safe installation of proposed equipment.
Qualifications: Contractors will be licensed/certified IAW that specified work.
