NOTICE OF INTENT – Staccato 2011, LLC
This is a NOTICE OF INTENT to award a sole source contract using Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12.102 Restricting Competition under Statutory Authority 41 U.S.C. 1901.
The Department of Energy (DOE), Office of Headquarters Procurement Services, on behalf of the Office of Environment, Health, Safety and Security’s (EHSS) Office of Executive Protection (EHSS-1.3) intends to issue a sole source award to Staccato 2011, LLC, 731 Lexington Ave., New York, NY Staccato HD C3.6 for a weapon system to support federal law enforcement personnel. Special Federal law enforcement personnel assigned to executive protection duties require a concealed carry weapon that combines superior reliability, firepower, concealability, and ergonomics. These personnel operate in high-risk, sensitive environments where the effectiveness and dependability of their sidearm can be a decisive factor in saving lives and safeguarding protected individuals. The anticipated award date is 08/31/2026.
The Staccato HD C3.6 pistol uniquely fulfills this critical set of performance, safety, and operational requirements due to the following proprietary and specialized features:

Rigorous Safety Testing: This specific weapon system has successfully passed all of the Federal Bureau of Investigation’s (FBI) Weapons Safety Testing Parameters, validating its mechanical safety and operational readiness for federal service.
Extended Life Cycle and Cost-Effectiveness: While standard law enforcement service pistols typically offer an operational life cycle of only 3 to 5 years, Staccato guarantees their weapon systems for 8 to 10 years. Relying on this weapon system extends the federal refresh requirements by an additional 3 to 5 years, translating to long-term cost savings, reduced procurement overhead, and reliable longevity for the Government.
The proposed contract action is for services for which the Government intends to award only one source under the statutory authority permitting other than full and open competition of 41 USC 3304, RFO FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The North American Industry Classification System (NAICS) code is 332992 – Small Arms Ammunition Manufacturing. The Federal Product Service Code (PSC) for this requirement is 1005 Guns, Through 30mm.
This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement, which shall be considered by the agency within 10 days of publication of this notice.
Responses must be in writing and delivered by e-mail to the Contracting Specialist at tishira.jeffery@hq.doe.gov and submitted NO LATER THAN August 19, 2026, by 12:00 PM EDT (Eastern Daylight Time). The e-mail subject line shall contain the following information: Response to NOI 89303026NAU000025. All information submitted should support the vendor’s capability to provide the items required and shall be furnished at no cost or obligation to the Government.
A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the best interest of the Government. The Government will not be responsible for reimbursement of any costs incurred by interested parties in response to this Notice.
