PART I: EXECUTIVE SUMMARY & GENERAL PROCUREMENT DESCRIPTION
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) under solicitation number N6278626Q0007. The resulting contract will be awarded as a Firm-Fixed-Price (FFP) purchase order.
Procurement Overview:
This requirement is to procure custom-fitted, heavy-duty marine-grade Naugahyde vinyl table and seating covers for the Wardroom, Chief Petty Officer (CPO) Mess, and Crews Mess of the newly built guided-missile destroyer USS Patrick Gallagher (DDG-127). All dimensions listed in this solicitation and the associated Attachment 1 are physical estimates based on prior vessel configurations. Physical dimensions must be verified by the contractor via an on-site measuring and templating visit at the location of the ship, which is not limited to the shipyard in Bath, Maine, or in Norfolk, Virginia, post-award, before final production begins.

Bidders shall format their pricing based upon the CLINs being requested. All quotes must be firm-fixed-price and encompass all material manufacturing, customization, graphics, shipping, on-site measurements, and final travel fittings.

PART III: STATEMENT OF WORK (SOW) / REQUIREMENTS
1.0 General Requirements
The Contractor shall fabricate, customize, package, deliver, and perform on-site fitting checks for table covers, seat slipcovers, and bench cushions for the Wardroom, Chief Petty Officer (CPO) Mess, and Crews Mess of the USS Patrick Gallagher (DDG-127) in accordance with Attachment 1: Technical Specifications.
2.0 Location of Performance & Shipboard Delivery
Due to shipboard requirements, performance shall be executed in two sequential geographic phases:
- On-Site Measurements & Templating (Post-Award): The Contractor shall travel to the location of the ship to conduct physical measurements and construct precise templates of all messing tables and seating. The locations of the ship will be at Bath, ME or Norfolk, VA depending on the operational timeline. No fabrication shall occur until physical measurements are completed and final graphic designs are approved.
- Final Delivery & Check-Fitting: Final delivery, installation, and fit-testing shall be performed on-board the ship at Naval Station Norfolk, Virginia. The Contractor shall perform any necessary on-site tailoring or snug-fit adjustments.
3.0 Summary Technical Specifications (Governed by Attachment 1)
- Fabric Composition: Marine-grade, water-impermeable Naugahyde vinyl (Colors per Attachment 1).
- Fire Safety Standards: All fabrics must meet OPNAVINST 5100.19F afloat safety standards, NFPA 701, and FAR 25.853 flame-retardant standards. Flammability laboratory test sheets must be submitted for review.
- Border Text & Stitching: All table covers must have rounded corners with a sewn overhang drop. Drops must feature screen-printed or etching sublimated block letters governed by Attachment 1.
- Table Graphics: High-resolution full-color etching sublimation of the official Ship’s Crest centered on the tops. Screen prints, physical embroidery, stickers, or adhesive-backed decals are strictly prohibited on tabletop surfaces.
- Watchstander Chair Slipcovers: Customized backrests for ship command watchstanders (CO, XO, CMC) featuring custom sublimated names, metal stars, and badges (e.g., SWO Pin, Command at Sea Pin) applied via digital graphic etching sublimation.
PART IV: INSTRUCTIONS TO OFFERORS & PROPOSAL SUBMISSION
Submission Package Requirements:
- Pricing Schedule: Completed CLIN grid from Part II of this solicitation.
- Technical Capabilities Demonstration: A written statement or product catalog indicating the vendor’s ability to manufacture custom marine textile products conforming to Naugahyde specifications.
- Flame Retardancy Certification: Valid laboratory flammability certificates demonstrating compliance with NFPA 701 and FAR 25.853 for all proposed vinyl fabrics.
- Past Performance: Provide a list of up to three (3) active or completed contracts of similar size, scope, and technical complexity (preferably within U.S. Navy or Coast Guard galley environments) within the past five (5) years.
- SAM Registration: Offerors must have an active registration in the System for Award Management (SAM) database at https://www.sam.gov with an active Unique Entity ID (UEI) and CAGE code at the time of quote submission.
PART V: EVALUATION FOR AWARD (LPTA PROCESS)
The Government intends to award a single, Firm-Fixed-Price contract resulting from this combined synopsis/solicitation to the responsible offeror whose quote represents the Lowest Price Technically Acceptable (LPTA). Quotes will be evaluated against the following criteria:
- Technical Acceptability: Evaluated on a pass/fail basis. The Government will review the offeror's proposed material specification sheets, technical narratives, and regulatory flammability certifications to ensure they meet all requirements outlined in Attachment 1: Technical Specifications.
- Past Performance: Evaluated on a pass/fail basis. The Government will review past performance references to determine if the offeror has a record of successful performance on similar custom upholstery or canvas products.
- Price: The lowest price will be determined by calculating the sum total of CLIN 0001 through CLIN 0016. Price proposals must be realistic and complete.
