SUMMARY SCOPE OF WORK Starbuck Levee The levee is located on the right levee bank of the Tucannon River in the vicinity of the Kellogg Hollow Road Bridge, Columbia County, Washington, near the town of Starbuck. Flood flows significantly scoured and eroded one site approximately 280 feet upstream of the Kellogg Hollow Road Bridge. Flood fight operations were performed by Columbia County during the flood event. The scour area is approximately 150' long and extends into the crown of the levee. The second damaged area is approximately 550' downstream of the Kellogg Hollow Road Bridge. The downstream site did not receive flood fight operations and is approximately 20' long. Rehab will include reconstruction of levee portions that have eroded and replacement of armoring on the riverward side of the levee portions to restore levees to pre-damage conditions. Camp Wooten Levee The levee is located on the right levee bank of the Tucannon River, Columbia County, Washington, near Camp Wooten, a Washington State Park Retreat Center. One discrete damage site with a length of roughly 160 feet was identified and reported by the inspection team. Damages observed in this area is attributable to scour and erosion of the levee toe. This has left the levee slope vulnerable to further damage. Rehab will include restoration to the as-was condition by reestablishing riverside slope where erosion has taken place and armoring with riprap. This involves re-constructing portions of the levee that eroded away, including the levee toe. USACE expects to award a single contract in December 2026. The expected work window for the Camp Wooten Levee is January 2027 – February 2027, and for the Starbuck Levee between February 2027 – March 2027. The Camp Wooten magnitude of construction is estimated to be between $500,000 and $1,000,000 . The Starbuck magnitude of construction is estimated to be between $1,000,000 and $5,000,000 . All on-site work shall be performed in accordance with the USACE Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be responsible for establishing and managing an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, the Contractor will be required to develop and submit for Government acceptance an Activity Hazard Analyses, for each phase of work that complies with EM 385-1-1. A Site Safety and Health Officer (SSHO) employed by the prime contractor shall be required for each shift of the contractor's on-site operations. The SSHO shall possess a minimum of 3-years of experience in construction safety on similar projects and shall have completed the 30-Hour OSHA Construction Safety training within the last 5-years. A Certified Erosion and Sediment Control Lead employed by the prime contractor will choose and install erosion control materials for specific site conditions, as necessary. The Contractor will be required to use the Government-furnished Construction Contractor Module (referred to as QCS) of the Resident Management System (RMS) to record, maintain, and submit various information throughout the contract period. QCS is a Windows-based program that can be run on a stand-alone personal computer or on a network. The Government will make the QCS software available to the Contractor after contract award.
