The U.S. Army Corps of Engineers, Huntington District intends to procure a contract for an intake structure and dam rehab at Fishtrap Lake in Shelbiana, Kentucky. The award of one firm-fixed price construction contract is anticipated.
The Contract includes, but is not limited to, furnish all materials, equipment, labor, layouts of work features, and supervision needed to accomplish work related to Fishtrap Lake, Intake Structure and Dam Rehab. The Contractor shall complete the work in accordance with appropriate product specifications, industry standards, and contract work order plans and specifications.
The current electrical commercial power source is a 12 KV distribution line owned by Kentucky Power Company (KPC). The existing line is located on the hillside and is not accessible by KPC boom trucks.
The existing line is an “open delta” configuration, meaning that there are only two phases present instead of the normal three phases. In the open delta configuration, the third phase is derived at the stepdown service transformers.
The contract includes the following work tasks:

Option 1 (Cylinder Rehab)
Option 2 (Crane Rehab)
Option 3 (Elevator Rehab)
Option 4 (Hydraulic Cylinder Replacement)
The project work will be performed in accordance with directions included herein.

Solicitation documents will be available on or about 29 July 2026 and can be downloaded at www.sam.gov. Offerors shall submit all documents electronically through PIEE Solicitation Module at www.piee.eb.mil by referencing Solicitation No. W9123726RA013. No paper copies, CD, DVD, thumb drives, email, or facsimile will be accepted. To be eligible for award, a firm must be resisted in System for Award Management (SAM). Please note, as of April 2018, GSA’s System for Award Management (SAM) system requires new registrations and renewals of existing registrations to submit an original signed notarized letter identifying the authorized Entity Administrator. The notarized letter is not to be submitted to the Huntington Contracting Office as it is not our requirement. Vendors are encouraged to check their entity’s status in www.SAM.gov and plan accordingly. If the prospective contractor is not registered in the SAM database, the Contracting Officer will follow the procedures in FAR 4.1103.
