THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this RFI/Sources Sought Notice is for market research purposes only, to obtain information in regards to the availability of specified products, services, or a combination of both products and services, and to identify potential sources capable of providing products or performing services in accordance with the requirements below. Responses to this notice will be used by the Government to make appropriate acquisition decisions.

If a solicitation is issued it shall be published at a later date and all interested parties must respond to that solicitation announcement separately from the response to this RFI/Sources sought notice. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
Submission of price, delivery, capabilities, and other market information are authorized. However, responses to these notices are not offers and cannot be accepted by the Government to form a binding contract IAW FAR 15.201(e).
The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 339112.
DESCRIPTION:
The Department of Veteran Affairs, Network Contracting Office 15 (NCO 15) is seeking sources that can provide Autotransfusion Cell Saver Equipment and disposables in accordance with (IAW) the below requirement and North American Industry Classification System (NAICS) code 339112 (size standard of 1000 Employees).
The purpose of this requirement is to purchase autotransfusion cell saver equipment and associated disposable supplies for patient care during surgical procedures at Kansas City VA Medical Center (KCVA). This device enables intraoperative autotransfusion during cases with anticipated blood loss, such as complex vascular procedures.
This requirement covers the following:
Purchase of autotransfusion cell saver machine.
Provision of compatible single use disposable supplies (e.g., collection reservoirs, filters, tubing, anticoagulant syringes, reinfusion bags) compatible with cell saver machine.
All preventative maintenance and equipment repair as needed.
Training and ongoing clinical support and any equipment manuals.
Equipment requirements:
FDA-approved autotransfusion cell saver device suitable for intraoperative blood salvage and autotransfusion.
Must meet applicable VA standards and regulations for safety and efficacy.
Provide fully automated processing of collected blood, including separation, washing, and concentration of red blood cells for reinfusion.
Have at least two selectable processing modes, including an emergency/rapid mode and a high-quality (standard) mode, to optimize clinical response.
Accept multiple bowl sizes to include 125mL, 175 mL, and 225 mL to allow flexibility.
Have automated priming, washing and reinfusion cycle.
Have adjustable wash programs for optimal red blood cell salvage and customizable wash volumes.
Must be single use, disposable set to ensure sterility.
Provide high hematocrit (> 60%) and efficient removal of undesirable plasma, heparin, free hemoglobin, and other contaminants.
Feature a large, color touchscreen display, with intuitive menu navigation and programmable protocol settings and built in data recording and storage capability-automatic documentation of case parameters for quality control and download.
Have air and blood leak detection with automatic alarms.
Secure, closed-circuit design to minimize contamination risk.
Mobile, compact, lightweight and have locking wheels for use in various OR settings.
Integrated battery backup for several hours of operation in the event of power loss.
All patient-contacting components must be single-use, sterile disposables, and compliant with current infection prevention standards.
Service:
Must provide preventive and on-demand maintenance.
Disposables: All necessary single-use consumable items compatible with equipment, including:
Blood collection reservoirs
Bowl sets required per case type
Aspiration and anticoagulation line AAL ¼ suction assemblies
Reinfusion bags
Procedure sets required per case type
Filters
Anticoagulation syringes
Compliance: All equipment and disposables must meet relevant VA, OSHA, and FDA standards and guidelines.
Deliverables: Cell saver equipment installed and maintained. Disposable consumable supplies.
