Repair of F-16 and A-10 Avionics Components (25 NSNs) Sole Source to Elbit America, Inc.

This pre-solicitation notice is to announce the intent of the Air Force Sustainment Center (AFSC/PZA-Hill) to award a sole-source, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Elbit America, Inc. for the repair of twenty-five (25) National Stock Numbers (NSNs) supporting the F-16 and A-10 aircraft platforms. The proposed contract will have a 10-year period of performance, including a five-year base period and five one-year options, with an estimated total value of $98,076,893.40. The designated North American Industry Classification System (NAICS) code is 811210, and the Product Service Code (PSC) is J059.Description of Requirement: The requirement is for comprehensive diagnostics, testing, and repair services for twenty-five (25) highly complex Line Replaceable Units (LRUs) and Shop Replaceable Units (SRUs). These components, which include items such as Display Units, Processors, Digital Video Recorders, and Circuit Card Assemblies, are critical to the operational readiness, navigation, and mission capabilities of the F-16 and A-10 fleets. The contractor shall provide all necessary parts, labor, facilities, and engineering support to restore the assets to a fully mission-capable and flight-worthy condition. Justification for Sole Source: Elbit America, Inc. is the Original Equipment Manufacturer (OEM) and retains exclusive ownership of the proprietary technical data, manufacturing drawings, specialized diagnostic software, and Special Test Equipment (STE) required to perform these repairs. The Government does not own the complete data rights to competitively source this requirement.
