Request for Collaboration (RFC) 2028 Dress Rehearsal and 2030 Census Decennial as a Service (D-X)

This revised RFC removes all Help Desk related scope and terminology. References to incidents,
tickets, case management, HR or Safety, and other ITSM concepts have been eliminated to align
its D-X requirement with its intended logistics and XaaS-domain focus. These removals are
reflected in the updated document.
