F-16 CATALYST IRIDIUM SURPLUS

THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THE GOVERNMENT WILL NOT PAY FOR ANY COSTS ASSOCIATED WITH RESPONDING TO THIS SYNOPSIS.

This sources sought / pre-solicitation notice is being issued by AFSC/PZACB, Hill AFB, UT, ahead of an anticipated urgent sole-source commercial supply buy for 12 ea surplus F-16 Iridium Catalyst.

Due to unusual and compelling urgency, the Air Force requires delivery of this critical flight-safety asset no later than November 1, 2026, to prevent grounding of aircraft. The OEM, Honeywell International Inc. (CAGE 70210), is the sole manufacturer of newly produced catalyst but has a minimum production lead time of 328 days, rendering them unable to meet this urgent delivery schedule. Market research indicates that only a single qualified surplus supplier is in possession of an existing surplus lot of 12 ea catalyst that can meet this urgent delivery requirement. Therefore, the Government anticipates a single sole-source award to a qualified surplus supplier to secure these surplus parts.

The Government does not own the rights to the data for the F-16 Catalyst Iridium. Honeywell possesses the proprietary data rights to this part. Any alternative interested sources must provide certified proof of qualified surplus inventory and demonstrate the absolute capability to deliver the exact NSN/PN on-site no later than November 1, 2026.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
