SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

Source selection will be based on Lowest Price and Technically Acceptable Method (LPTA).

Technical evaluation criteria are as follows:

1. 1. 1. 1. ≤30 fs compressed pulse duration
         2. Capability to be reconfigured to 60fs or 100fs output pulse duration
         3. Dispersion compensation mirrors included for all configurations
         4. >90% transmission (energy throughput)
         5. Maintains output M² <1.3
         6. Compatible with input parameters: 80 µJ, 60 W, 750 kHz, 1030 nm, 260 fs, and adaptable to source beam divergence
         7. Documented test results to demonstrate compatibility with Coherent Monaco source laser
         8. Low maintenance; no gas refill necessary for > 1 year
         9. All-dielectric, negligible-absorption optics; no active elements or moving parts
         10. Included beam-monitoring/mode-matching software and beam profiler
         11. Remote installation and support
         12. Necessary valves and connectors for gas handling are included
         13. Maximal footprint 0.4 x 0.25 m^2

• Buy American Act Certification (BAA) applies to items that have a unit price that is over $15,000.
• Representations & Certifications Rider is required. Once completed the Reps and Certs is valid for one year until renewal. If you have already completed one within the year please disregard. Otherwise, please complete and return.
• Please include in your proposals the Harmonized Tariff Schedule (HTS Code) & ECCN if applicable.
• All subcontractors are required to register in the System for Award Management (www.sam.gov).
• The resulting purchase order will be issued on a fixed price basis. SLAC National Accelerator Laboratory Terms and Conditions for Fixed Price Commercial Supplies and Services (Rev. August 2023), SLAC General Terms and Conditions Supplemental Rider (Rev. August 2026), and FP Commercial Supplies and Services Subcontract Article X Cyber IT will be made a part of the resulting order.
• Payment Terms will be NET-30 (SLAC is unable to do advance payments and or Prepayments).
• Freight terms will be FOB Destination Prepaid and Add
• Foreign Vendors Shipments will be made CIP SLAC, Menlo Park, and Duty Unpaid.
