INTERNATIONAL PUBLIC FINANCIAL MANAGEMENT TECHNICAL ADVISOR
BUDGET AND FINANCIAL ACCOUNTABILITY
The U.S. Department of the Treasury, Office of Technical Assistance (OTA), is recruiting individuals on a competitive basis to serve as technical Advisors for its Budget and Financial Accountability (BFA) program.
The BFA program provides technical assistance to counterpart governments in developing and transitional countries to strengthen public financial management (PFM) systems and improve the effectiveness of Ministries of Finance and related institutions. Through resident (long-term) and intermittent (short-term) engagements, advisors work directly with counterpart officials to promote fiscal reforms characterized by informed budget decision-making, strong fiscal discipline, transparent financial operations, and greater accountability in the management of public resources.
Advisors are individuals hired under personal services contracts. This recruitment is for assignments worldwide, requiring living overseas (Resident Advisor) or significant international travel (Intermittent Advisor).
BFA projects support reforms to improve all aspects of the government budget cycle and may focus on one or more of the following areas:

Background checks and Security Clearance: Secret.
The advisor will work in developing and transitional countries worldwide to support U.S. Treasury and U.S. Government economic and national security objectives. The advisor may be deployed to countries with elevated threat levels, including potentially high/critical threat posts, as determined by the U.S. Government. Candidates must be U.S. citizens.
Successful applicants must be able to obtain State Department medical clearance for worldwide travel. If selected, the applicant will be required to fulfill Office of Government Ethics financial disclosure requirements.
SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations prescribed by the Office of Technical Assistance not to exceed the Senior Executive Service EX-III hourly equivalent. The current starting hourly rate is from $81.11 to $100.38 per hour. Overseas benefits are provided as allowed by federal regulations.
