Oregon/Washington Clamshell Maintenance Dredging 2026

The U.S. Army Corps of Engineers Portland District intends to issue an Invitation for Bids (IFB) NO. W9127N26BA015 for OR/WA Clamshell Maintenance Dredging 2026. The dredging project includes mandatory and optional work at the following locations:  Chetco Boat Basin, Curry County, OR; Port Orford, Curry County, OR; Baker Bay, Pacific County, WA; USCG Cape Disappointment, Pacific County, WA; Chinook, Pacific County, WA; Skipanon River, Clatsop County, OR; Skamokawa Creek, Wahkiakum County, WA; Wahkiakum Ferry Channel, Wahkiakum County, WA; Willow Grove Boat Basin, Cowlitz County, WA; Longview Turning Basin, Cowlitz County, WA; Port Of Longview, Cowlitz County, WA; Old Mouth Cowlitz, Cowlitz County, WA; Lower Vancouver Anchorage, Clark County, WA; Oregon Slough Lower, Multnomah County, OR.

Clamshell dredging is required by this contract. Material placement is within designated ocean disposal and in-river sites. The total approximate scope is 486,100 cubic yards depending on project needs and funding availability. The overall period of performance will be from 16 June 2026 through 27 March 2027 for physical completion of all work to include all options. The forthcoming solicitation is subject to the availability of funds.

The solicitation will be available for download on or about 29 May 2026 with bids due 30 days after advertisement.

This procurement is anticipated to be solicited as a Small Business Set Aside. The NAICS code for this procurement is 237990. The small business size standard is $37 million. The magnitude of construction is $5,000,000 to $10,000,000.

A pre-solicitation conference is scheduled for 29 April 2026 at 9:30 am Pacific Time via Microsoft Teams teleconference. Call-in information will be provided to attendees via email at least one day prior to the scheduled call.
