The Department of Veterans Affairs (VA) is conducting market research to identify vendors capable of providing a Service Life Extension Program (SLEP) refit and maintenance services for an Eaton 9390 Uninterruptible Power Supply (UPS) system located at the Clement J. Zablocki VA Medical Center 5000 W National Ave Milwaukee, WI 53295-0001.
The contractor shall provide all labor, supervision, equipment, tools, materials, transportation, and other resources necessary to perform the required services.
The applicable North American Industry Classification System (NAICS) code for this requirement is 811210 Electronic and Precision Equipment Repair and Maintenance.
The applicable Product Service Code (PSC) is J059 Maintenance, Repair, and Rebuilding of Equipment Electrical and Electronic Equipment Components.
Scope of Services
Service Life Extension Program for the Eaton 9390 480V UPS Serial Number EF413CBB04 at the Milwaukee VAMC.
Inspection of the electronics portion of the Eaton UPS.
UPS Electronics Replacement Service
1-year service warranty
Tasks or Requirements
Inspection of the Eaton UPS Electronics
Inspect the UPS for suitability of the intended Service Life Extension Program electronics replacement service.
Inspect all capacitors, fans, and batteries.
Test all power transfer conditions.
Inspect performance history of the UPS.
Replace the following UPS Electronics
All Power Modules
Power Supplies
Control and interface boards
Terminal Blocks
Mini CSB Communication Card
Provide the following UPS maintenance services
Clean contactors, wiring, and other electrical components, and replace them as needed.
Update firmware
Calibration and functional testing of the UPS
1-Year service life extension program warranty
Corrective maintenance parts and labor warranty coverage. Excludes battery, capacitor, and fan replacement.
Corrective maintenance support availability 24 hours per day, 7 days per week.
8-hour on-site response time to emergency corrective maintenance requests.
Entitlement to purchase service contract coverage from Eaton for a minimum of 10 years, through 2037.
Replaced parts become property of Eaton and Eaton shall promptly dispose of replaced parts in accordance with applicable regulations.
Selection Criteria
Completion of this equipment upgrade shall provide Milwaukee VAMC with entitlement to purchase service contract coverage from Eaton for a minimum of 10 years, through 2037.

Capability Statement Submission
Interested vendors shall submit a capability statement demonstrating experience performing UPS maintenance, repair, or SLEP services.
Capability statements should include company name, address, UEI or DUNS number, point of contact, business size under NAICS 811210, and socioeconomic status.
Vendors should demonstrate experience servicing Eaton or equivalent UPS systems and provide qualifications of Field Service Engineers.
Capability statements must be submitted no later than Monday, July 20, 2026, at 9:00 AM CST.
