(i) The Centers for Disease Control and Prevention (CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), Division of Healthcare Quality Promotion (DHQP), announces its intent to compete a new Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract vehicle titled “Safety, Prevention, Epidemiology, and Education Development for Health Care and Antimicrobial Resistance (SPEED).” SPEED will provide CDC with an "as needed" mechanism to obtain healthcare epidemiology, health behavior, and healthcare-associated infection research support across five functional domains: (1) Domestic Antimicrobial Resistance, Infection Prevention and Control, and Adverse Events Services; (2) Healthcare Information Technology and Data Solutions Services; (3) Global Antimicrobial Resistance and Infection Prevention and Control Services; (4) Emergency Preparedness, Response Services, and Healthcare System Resilience Services; and (5) Workforce Training, Message Development, Dissemination, and Testing Services. The anticipated ordering period (period of performance) for the SPEED IDIQ is a 60-month period beginning on March 30, 2027 and ending March 29, 2032. Offerors may submit proposals to one or more domains and will be evaluated on technical approach including existing infrastructure and capacity, staffing approach, management approach, similar experience, price, and past performance. To ensure continuity of critical healthcare epidemiology and infection prevention research support with no lapse in service, DHQP extended the current Safe Healthcare, Epidemiology, Prevention Research Development (SHEPheRD) Program contracts through March 29, 2027, the day immediately preceding the SPEED anticipated effective start date. This extension allows CDC to maintain uninterrupted access to essential scientific, technical, and programmatic support while the SPEED solicitation, evaluation, and award process is completed. DHQP intends for SPEED to fully replace SHEPheRD upon award. CDC will provide further information regarding the solicitation timeline, evaluation criteria, and instructions for interested offerors in forthcoming notices. SPEED shall consist of 5 Domains briefly described as follows: Domain 1: Domestic Antimicrobial Resistance, Infection Prevention and Control, and Adverse Events Services. The purpose of this domain is to obtain services that support the design, execution, and assessment of healthcare and community epidemiology research initiatives addressing antimicrobial resistance (AR), infection prevention and control (IPC), and adverse events domestically within U.S. healthcare settings and communities. These implementation services include developing and implementing study protocols, conducting clinical and epidemiologic investigations, evaluating outcomes, and translating research findings into scalable, evidence-based public health interventions. Domain 2: Healthcare Information Technology and Data Solutions Services The purpose of this domain is to obtain services for the development and deployment of digital health systems, advanced analytics, Artificial Intelligence (AI) and machine learning-driven tools, and mathematical modeling to strengthen surveillance, automate data processing, improve data quality, and enhance decision-making across health programs. This includes the ability of Offerors to develop, implement, or maintain healthcare or ancillary medical (e.g., laboratory, pharmacy, etc.) surveillance systems, deploy natural language processing applications and other artificial intelligence tools, conduct human factors engineering, and apply mathematical modeling to optimize system usability, workflow efficiency, and data interpretation Domain 3: Global Antimicrobial Resistance and Infection Prevention and Control Services The purpose of this domain is to obtain services for development and implementation of research projects and protocols focused on antimicrobial stewardship, antimicrobial resistance detection and control, global health coordination, surveillance, and prevention of healthcare-associated infections in global healthcare settings. These tasks include, but are not limited to, conducting program evaluations, clinical investigations, cost effectiveness and disease modeling analyses, and translating findings into scalable and sustainable public health interventions with a particular focus on low- and middle-income countries. Domain 4: Emergency Preparedness, Response Services, and Healthcare System Resilience Service s The purpose of this domain is to obtain services to rapidly respond to healthcare quality and safety threats. Services that may be conducted under this domain include supporting CDC's ability to respond effectively and rapidly to outbreaks, emergencies, and public health threats during times of healthcare facility or health system stress or strain. Domain 5: Workforce Training, Message Development, Dissemination and Testing Services The purpose of this domain is to obtain services that strengthen the capacity, knowledge, and preparedness of healthcare workers, public health personnel (including CDC staff), and the general public to prevent infections and reduce the spread of antimicrobial resistance and other infectious disease threats. (ii) Applicable World Trade Organization Government Procurement Agreement (WTO GPA) and/or a Free Trade Agreement (FTA) (see Part 25) will be included at the task order level. The task order solicitation will include the appropriate terms and conditions. (iii) All technical data required to respond will be provided as part of the solicitation. (iv) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. (5) Timing. The solicitation is anticipated to be released by November 16, 2026.
