1. Description of Requirement

This is a combined synopsis/solicitation for commercial items prepared in accordance with the 
format in Subpart 12.6, as supplemented with additional information included in this notice. This 
announcement constitutes the only solicitation; quotes are being requested and a written 
solicitation will not be issued.

The United States Coast Guard (USCG) has a requirement for the procurement of Emergency Escape 
Breathing Devices (EEBDs) and associated shipping to Key West, FL. This procurement is structured 
as a brand name or equal requirement for Ocenco Incorporated products. Offerors proposing "equal" 
products must provide sufficient technical documentation to demonstrate that their product meets 
the salient characteristics of the specified make and model.

Quotes must include the following:

Pricing for all items listed in the schedule of supplies above.

Estimated delivery date (must conform to the 90-day lead time requirement). Company details 
including UEI (Unique Entity ID), CAGE code, and Tax ID.
(If applicable) Technical specifications/brochures if quoting an "equal" alternative to the Ocenco 
940303 M-20.3 EEBD to prove it meets NIOSH standards and the salient physical/functional 
characteristics of the requested item.

6. Evaluation Criteria
Award will be made to the responsible offeror whose quote conforming to the solicitation will be 
most advantageous to the Government, price and other factors considered. The Government intends to 
award on a Lowest Price Technically Acceptable (LPTA) basis.
