This is a DRAFT Request for Proposal (RFP) notice and Request for Information (RFI) for Enterprise Payload Processing Management (EPPM).
A. Overview
Space Access is transitioning to a centralized management model to optimize the use of limited payload processing capacity, and increased schedule insight for commercial PPFs across NSS, civil, and commercial missions. This effort, EPPM, will transition from the ad hoc approach where individual System Program Offices (SPOs) and their SV contractors procure PPF services to a centralized approach where Space Access will schedule and procure PPF services for the USSF SV SPOs.
The Government requests a comprehensive review and feedback to the Draft RFP solicitation as well as the Request for Information questions.
B. EPPM Draft RFP #1
- The EPPM Multiple Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts will feature a five (5) year basic ordering period. To ensure a competitive and modern industrial base, the Government intends to utilize on-ramp procedures on an annual basis, or when market research identifies new qualified providers. These on-ramps will afford new entrants the opportunity to compete for an IDIQ contract award and receive the initial minimum order for Order Year 1 "Schedule and Technical Insight" Task Order. Additionally, the Government plans to open the IDIQ annually—and dynamically when market research dictates—to allow existing contract holders to add newly available capabilities to their contracts.
- Once on the IDIQ basic contract, the IDIQ basic contract holders who meet the minimum IDIQ Payload Processing Task Order qualification criteria will be able to compete for specific mission(s) Payload Processing Services Task Orders via a Fair Opportunity Proposal Request (FOPR).
- The EPPM RFI and draft RFP is posted to SAM.gov, however Compliance Documents, Reference Documents, and Controlled Unclassified Information (CUI) marked draft RFP documents may be provided via DoD SAFE upon request. Potential offerors must contact the Contracting Officer, Isabel Shvartsman, and courtesy copy the Contract Specialist, Captain Logan Guenthardt, listed in this notice to initiate the vetting and secure transmission process to receive files not posted on SAM.gov.
- Responses to this RFI and draft RFP notice are due by 1500 Pacific Time on Thursday, 6 August 2026.

E. Upcoming Final RFP
The Government projects to release the final RFP for EPPM in 1st quarter FY27.
