A. Introductory
This is a Sources Sought set aside for Indian Economic Enterprise (IEE) and Indian Small Business Economic (ISBEE). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The objective of this Sources Sought # IHS1524094 is to identify potential IEE and ISBEE vendor that can provide a base + 4 Option Periods for a cloud-based Enterprise Portfolio Management Tool (EPMT) to replace the current on-premises Planview system for the Indian Health Service (IHS).
B. Project Description
B.1 Background:
The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), is responsible for providing federal health services to American Indians and Alaska Natives. The provision of health services to members of federally recognized tribes grew out of the special government to government relationship between the federal government and Indian tribes. The IHS is the principal federal health care provider and health advocate for the Indian people. The goal is to assure that comprehensive, culturally acceptable personal and public health services are available and accessible to American Indians and Alaska Natives. The IHS currently provides health services to approximately 1.5 million American Indians and Alaska Natives who belong to more than 557 federally recognized tribes in 34 states.
The Division of Program Management and Budget (DPMB), in the Office of Information Technology (OIT), is responsible for various programs to help achieve the agency’s mission through optimal performance of its core business processes within an efficient information technology (IT) and Health IT (HIT) environment. The CPIC program is responsible for configuring, documenting, providing system and administration training, and offering support for the IHS Enterprise Portfolio Management Tool (EPMT) to meet Federal requirements outlined under the Clinger-Cohen Act of 1996 and the Federal Information Technology Reform Act (FITARA) of 2014.
B.2 Requirements:
The Contractor will provide analytical, technical, and management expertise in support of IHS’s portfolio management activities. The Contractor will assist IHS in application development, data migration from the previous EPMT, training, and overall EPMT support to meet program requirements and ensure a successful transition from the current Planview EPMT to the new EPMT.

B.3 Reporting Requirements:
The Contractor will prepare and deliver reports that provide the Government with visibility into operational health and security posture. Reports will be provided monthly, and ad hoc reports will be produced upon Government request. The Reports will include:
B4. Scope
The Contractor will support the IHS Office of Information Technology (OIT) in implementing a FedRAMP-certified, cloud-based Enterprise Portfolio Management Tool (EPMT) to replace the current on-premises Planview system.
The Contractor support will include licensing, technical implementation, configuration, data migration, and integration with existing enterprise systems to enable seamless data flow and process automation. The Contractor will also develop workflow designs, templates, security roles, documentation, and training materials, ensuring alignment with IHS business objectives and adoption of best-in-class portfolio management practices.
C. Eligible Vendors:
Businesses must be Indian Economic Enterprises (IEEs) (at least 51% Indian owned and controlled).
Business size and type of business (e.g., ISBEE/IEE, 8(a), SDVOSB, etc.). All respondents should be registered on the System for Award Management (SAM) located at https://www.sam.gov. Submission of Invoices: The contractor shall submit invoices in accordance with FAR 52.212-4(g) on a monthly basis.

F. Experience:
The Contractor shall possess knowledge, skills and abilities to maintain and provide Enterprise Portfolio Management Tool licenses, data collection and/or data migration, integration with existing enterprise systems to enable seamless data flow and process automation . The contractor shall define license and all relative documents.
