Statement of Work
1. DESCRIPTION OF REQUIREMENT
The Department of Veterans Affairs, VA Providence Healthcare System, is seeking information from qualified and capable vendors that can provide a portable Transcranial Magnetic Stimulation (TMS) system suitable for deployment inside an inpatient hospital environment.
Unlike outpatient TMS clinics, inpatient psychiatric units require equipment that is compact, mobile, rapidly deployable, safe, and operable in constrained clinical spaces without disrupting patient-care workflows.
2. INPATIENT CLINICAL USE REQUIREMENTS
The TMS system must support the following inpatient workflows:
Rapid bedside neurostimulation, including treatment of patients who cannot safely transfer due to psychiatric acuity, mobility restrictions, or observation requirements.
High acuity, time limited schedules, where staff must quickly move equipment between rooms as patient turnover occurs.
Flexible deployment in shared multipurpose spaces used for therapy groups, provider consults, or medical evaluations.
Reproducible coil placement without reliance on bulky, measurement intensive positioning equipment.
3. INPATIENT ENVIRONMENTAL & SAFETY CONSTRAINTS
Psychiatric inpatient units have strict limitations:
Small patient rooms with limited clearance around beds, safety furniture, medical equipment, and doorways.
Narrow hallways inappropriate for traditional workstation style systems.
Shared rooms that cannot host permanently installed systems.
Ceiling height, outlet placement, ligature risk mitigation, constant observation requirements, and fall risk considerations none compatible with heavy, fixed consoles.
4. REQUIRED DEVICE CHARACTERISTICS (MANDATORY MINIMUMS)
A. Mobility & Physical Design
Generator must not exceed 45 pounds.
Generator must include integrated wheels to ensure rapid room to room maneuverability.
Must deploy without permanent construction, workstation chairs, anchoring, or bulky cooling devices.
Must fit through narrow inpatient corridors and small psychiatric patient rooms.
Neuronavigation Caps (small, medium, large, and x-large)
Transcranial Magnetic Stimulation (TMS) system maintenance for at least 3 years.
B. Coil Requirements
L coil must not exceed 10 pounds.
Coil positioning must be camera guided or equivalent precision, eliminating manual measuring procedures.
Must support FDA cleared geometries enabling iTBS (3 minute) and 20 minute bilateral/dorsomedial prefrontal treatments.
C. Clinical Safety & Efficiency
Passive thermal management (no separate cooling infrastructure).
Simple, tablet based interface allowing rapid staff training and minimizing workflow disruption.
Must comply with psychiatric inpatient safety requirements, including ligature risk mitigation and constant staff visibility.
D. Patient Safety
Must allow clinicians to treat patients in-place, reducing elopement risk, agitation, and fall risk associated with transport to outpatient suites.
E. Impact if Alternative Systems Are Used
Space and safety violations would prevent use of large workstation-style systems.
VA would be unable to provide inpatient TMS, delaying care and worsening outcomes.
Networked consoles or cooling systems would increase security and IT burden.
Failure to meet inpatient deployment requirements undermines VA s ability to deliver essential TMS treatment.
