BON1 Headgate Repair Pit

1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID.

This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the government can make informed business decisions. We are seeking responses from both large and small business members of industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond.

Reponses to this Sources Sought announcement will be used by the Government to make business decisions and to inform potential future solicitations.

The North American Industrial Classification Code (NAICS) for this requirement is: 237990 – Other Heavy and Civil Engineering Construction. The related size standard is: $45,000,000.

2. Project Background. Bonneville Dam possesses two separate powerhouses, one near the Oregon shore (powerhouse 1) and one near the Washington shore (powerhouse 2). This project is located at powerhouse 1 of Bonneville Dam on the Columbia River. Bonneville Dam powerhouse 1 is equipped with headgates which are utilized to control water flowing into the turbines of the Oregon side powerhouse. These large headgates require maintenance to maximize their usable life span. The headgate repair pit is intended to provide a self-contained location for maintaining the headgates of powerhouse 1. Due to age and poor condition, all headgate repair structures and equipment within the pit were previously removed. Currently the pit is empty and in need of complete rehabilitation to return functionality and allow for regular headgate maintenance activities.

3. Project Scope. The purpose of this project is to rehabilitate the headgate repair pit to allow for future maintenance of headgates. Maintenance activities performed on the headgates includes general corrosion repair, wheel bearing replacement, anode replacement, and seal replacement. All systems will meet ASHRAE, OSHA, and EM-385-1-1 standards. Rehabilitation includes, but is not limited to:

• Construction of required headgate support systems, worker platforms, and stairs & landings.
• Installation of heating, ventilation, fire detection, alarm system, lighting, and a jib crane.
• The repair pit needs to be painted and must have utilities and support systems installed for the headgate repair pit workers to safely perform sanding and blasting of the headgates.
• The work includes minor concrete demolition and modifications to the Bonneville powerhouse 1 headgate repair pit and incidental related work, to provide a secondary egress for workers.

       a. The following information represents the project objectives:

              i. The pit is required to vertically and horizontally support the gates, including seismic restraints.

              ii. Workers require safe and efficient access to multiple work levels at the same time, on all sides of the gate.

              iii. Work platforms must extend close to the headgates with less than 1-inch gaps, while maintaining enough room for the headgates to be lowered and raised into the pits.

              iv. New stairs and landings are required for workers to access multiple levels of platforms.

              v. Workers require hoisting of tools and materials at each work level.

              vi. Workers require adequate compressed air, lighting, and power in all work areas.

              vii. Workers require adequate heat and ventilation.

              viii. Workers require fire protection for work activities.

              ix. Emergency lighting is required.

              x. The pit is required to have non-restricted means of entry or exit.

              xi. An adequate method of collecting and disposal of water is required.

              xii. The gates require a wash-down to remove sediment and marine growth.

       b. Anticipated Construction Schedule: CENWP intends to advertise by the 2nd quarter of FY27 and award a construction contract around May 2027 with estimated construction completion by the end of 3rd quarter of FY28.

       c. Estimated Construction Cost (ECC): The current ECC is between $1,000,000.00 and $5,000,000.00.

       d. Number and Type of Contracts: NWP contemplates awarding one (1), Firm Fixed-Price contract. Maximum Small business participation is being sought at both the Prime and subcontracting levels.

       e. Anticipated Source Selection Process: The expected method to determine the best value to the government is Invitation for Bid.

4. Project Specific Constraints and Challenges:

       a. All exposed existing original walkways, ductwork, lighting, and miscellaneous support equipment were removed from the gate repair pit recently.

       b. The west wall is made of concrete blocks and requires modifications/additions for supporting the platforms and for gate horizontal supports.

      c. The gates require approximately 6 inches of horizontal clearance between gate and new platforms to be lowered and raised out of the pit.

5. Questions for Industry:

      a. Is there anything in our Project Scope that would discourage you from bidding?

      b. Is there anything in our Project Scope that would cause enhanced pricing uncertainty?

      c. Are there any market conditions or industry practices that you feel the government needs to be aware of?

Interested parties’ responses to this Sources Sought shall be limited to six (6) pages and shall include the following information:

      a. Firm's name, address, point of contact, phone number, e-mail address, CAGE and Unique Entity ID.

      b. Firm's business category and size:  Large Business (include summary of small business participation metrics), Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and at the subcontracting level, Veteran Owned Small Business (VOSB).

      c. An explanation of the prime firm’s capabilities, special qualifications/certifications and equipment and describe the work to be self-performed as it pertains to the proposed work outlined in the Project Scope.

     d. A description of work performed under similar project constraints and challenges listed under paragraph 3.

     e. Project Examples (for Joint Ventures, please include projects completed by the Joint Venture if available):

• To be considered for a potential set aside strategy, provide a maximum of three (3), minimum of one (1), platform construction with tolerances of 1 inch or less, concrete demolition, and utility installation project(s). These project examples must be similar in size, scope and complexity to the work described in paragraph 3 of this notice, with a description of each project (to include pertinent qualitative and quantitative information about featured scope elements), and include the following:

      i. Responses to the government’s questions in paragraph 5 and any other information the contractor feels the government needs to be aware of.

      a. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's capabilities to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted.

      b. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov to have size status considered. You must remain current for the duration of the source selection process to be eligible for award of a Government contract.

     c. This solicitation requires the contractor and/or subcontractor(s) information system to process, store, or transmit Federal Contract Information (FCI) or Controlled Unclassified Information (CUI), and requires the contractor and/or subcontractor(s) to comply with CMMC requirements. The CMMC level required by this solicitation is: CMMC Level 1 (Self). This CMMC level, or higher (see 32 CFR part 170), is required prior to award for each contractor information system that will process, store, or transmit FCI or CUI during performance of the contract. In accordance with 252.204-7021 Compliance with the Cybersecurity Maturity Model Certification Level Requirements, contractors shall submit the CMMC UID(s) issued by SPRS for contractor information systems that will process, store, or transmit FCI or CUI during performance of the contract.
