Human Resource Management System - Amendment 0003

Amenmdment 0003 is required to: 

1. Update Attachment J.2 Pricing Matrix.
2. Answer second round of questions asked by the industry (answers can be located in attachment J.4A OAM26007S Answered Questions (Round 2))
3. Update proposal instructions

Proposal Submission Instructions: All potential offerors may submit a new proposal, revise an existing proposal, or withdraw a previously submitted proposal. Any such action must be completed by the revised proposal submission due date of May 28, 2026, no later than 2 PM EST.

If no changes to a previously submitted proposal are necessary, no further action is required.

3. Answer initial questions asked by the industry (answers can be located in attachment J.4)
4. Remove Clauses H.10 “Most Favored Customer Pricing” and I.10 “Self-Hosting Option”
