SECTION 1: GENERAL INFORMATION

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. 

This solicitation is issued as a Request for Quotation (RFQ)  for the purchase of a Dual-Chamber Aerospace Heat Treating (DCAHT) Furnace System. 

This acquisition is full and open competition. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

SECTION 3: STATEMENT OF NEED & SALIENT CHARACTERISTICS 

The 412th Maintenance Squadron, Metals Technology Section (412 MXS/MXMFM) at Edwards AFB, CA, requires the procurement, delivery, turnkey installation, calibration, and training for one (1) high-performance Dual-Chamber Aerospace Heat Treating (DCAHT) Furnace System. The system will be used specifically for military aircraft maintenance heat treating of precipitation hardening (PH) stainless steels, titanium, and ferrous alloys.

The Government references the Delta H Defender Series Dual Chamber Aerospace Heat Treating Furnace System (Model: DEF-DC-RH-241236/2000-RH-241636/2000-SR) as the baseline of standard and performance. quotes offering "Equal" alternative systems will be evaluated on whether the proposed equipment meets or exceeds the following objective salient characteristics:

1. General System Architecture & Compliance

• Standard & Specification Compliance: The furnace system must meet all requirements of USAF Technical Order (T.O.) 1-1A-9 and qualify to SAE AMS2750H.
• Configuration: Vertically stacked dual-chamber design with two independently operated radiant heating chambers.
• National Fire Protection Association (NFPA): Must include complete NFPA standard-compliant documentation.
• Technical Documentation: Must deliver full electrical schematics, complete bill of materials (BOM), list of recommended spare parts, operating and maintenance manuals, and certified calibration records.

2. Upper Radiant Heat Chamber

• Operating Temperature: Rated for continuous operation at 2,000°F.
• Certified TUS Work Volume: Certified Temperature Uniformity Survey (TUS) working volume of exactly 24" W × 12" H × 36" D.
• Uniformity Class: Must meet Class 3 (±15∘F) across the operating range of 1,200°F to 2,000°F.
• Internal Thermocouple Infrastructure: Must feature permanently installed base metal non-expendable thermocouple wire at nine (9) positions for Temperature Uniformity Surveys (TUS) and a single (1) position for System Accuracy Tests (SAT).
• Atmosphere Control: Gas-tight chamber construction equipped with independent gas flow control and automated loss-of-flow alarm.

3. Lower Radiant Heat Chamber

• Operating Temperature: Rated for continuous operation at 2,000°F.
• Certified TUS Work Volume: Certified TUS working volume of exactly 24" W × 16" H × 36" D.
• Uniformity Class: Must meet Class 3 (±15∘F) across the operating range of 1,200°F to 2,000°F.
• Internal Thermocouple Infrastructure: Must feature permanently installed base metal non-expendable thermocouple wire at nine (9) positions for TUS and a single (1) position for SAT.
• Atmosphere Control: Gas-tight chamber construction equipped with independent gas flow control and automated loss-of-flow alarm.

4. Instrumentation, Control, and Recording

• Process Recorder: Digital paperless process recorder equipped with tamper-proof Batch Reporting and AMS2750H Process Monitoring Software pre-loaded with Air Force Technical Order (AFTO) Form 8 templates.
• Hardware Interoperability: Must include a dedicated analog input card to connect the furnace directly to the facility's existing DCAHT furnace calibration equipment.
• Smart Tracking Parameters: Eurotherm digital recorder configured to automatically track and log thermocouple usage/runtime hours, TUS, SAT, calibration intervals, and sensor replacement dates.
• Instrumentation Classification: Fully configured as Type C Instrumentation, recording TUS High and Low locations, Air Control Temperature, and independent Quench Temperature.
• Process Controllers: Independent programmable temperature Eurotherm controllers supporting multiple profiles, high-temperature limit controls, End-of-Cycle/Temperature Deviation alarms, and alarm silence buttons.
• Operating Modes: Programmable controls configured for independent program operations in either set-point or programmable profile modes.

5. Safety, Maintenance, and Physical Footprint Constraints

• Safety Switches: Integrated door safety interlock switches engineered to automatically remove power from heating elements when chamber doors are opened.
• Removable Control Panel: Control panel must be modular and removable to ensure rapid access and simplified shop-floor maintenance.
• Maximum Envelope Dimensions & Weight: Maximum overall system dimensions shall not exceed 90" H × 66" W × 102" L, with a total approximate equipment weight of 5,500 lbs (to ensure floor-load compatibility and doorway access into Building 1600).
• Electrical Parameters: Compatible with facility 480V, 3-Phase, 60 Hz electrical service (51 kW / 100 A maximum).

6. Roll-Away Oil Quench System

• Part Clearance: Roll-away oil quench tank sized to accommodate parts up to 16 inches high.
• Tank Features: Heavy-duty casters for rapid positioning, oxidation-resistant tank lining, integrated immersion temperature recording thermocouple, and built-in quench agitator.
• Timer Function: Integrated automated quench delay timer interface.

7. Freight & Delivery

• Inside delivery, offloading, uncrating, and specialized rigging to Building 1600, Room 503, Edwards AFB, CA, under FOB Destination freight terms.

SECTION 5: INSTRUCTIONS TO OFFERORS (ADDENDUM TO RFO 52.212-1)

Quotes must be submitted electronically via email to the Contracting Officer and Contract Specialist listed in Section 8 no later than the deadline specified. Late quotes will be handled in accordance with RFO 52.212-1(c).

Offerors shall format their quotes into two (2) separate email attachments:

Volume I: Technical Capability

1. System Identification: Complete technical literature, manufacturer cut sheets, and specifications of the exact furnace make and model quoted.
2. Salient Characteristics Compliance Matrix: An item-by-item compliance matrix verifying that the proposed system meets or exceeds every salient characteristic specified in Section 3.
3. Equal Products (if applicable): Vendors proposing "Equal" equipment must include descriptive engineering data, mechanical drawings, pyrometry survey proof, controller architecture, and documentation demonstrating seamless interoperability with the Government's existing calibration systems.
4. Warranty & Support Plan: Documentation outlining the comprehensive two-year manufacturer warranty and on-site servicing support.

Volume II: Price and Administrative

1. Price Schedule: Completed firm-fixed-pricing for CLINs 0001 through 0007 in Section 2.
2. Administrative Identification: Company Legal Name, CAGE Code, Unique Entity Identifier (UEI), Business Size/Socioeconomic status under NAICS 333994, and official Point of Contact (POC) details.
3. Representations & Certifications: Confirmation of active registration and current representations/certifications in SAM.gov, or a completed copy of FAR 52.212-3.

SECTION 6: EVALUATION FACTORS FOR AWARD (ADDENDUM TO RFO 52.212-2)

The Government will award a Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and offers the Best Value to the Government.

Evaluation of quotes will proceed as follows:

Factor 1: Technical Acceptability

Quotes will be rated on a Pass/Fail (Acceptable / Unacceptable) basis. Technical acceptability requires complete compliance with all salient characteristics in Section 3, delivery schedule, pyrometry standards (SAE AMS2750H / USAF T.O. 1-1A-9), and Statement of Work criteria. Quotes that fail to substantiate compliance with all mandatory requirements will be determined technically unacceptable and excluded from award consideration.

Factor 2: Price

Price will be evaluated on the Total Evaluated Price, calculated as the aggregate sum of CLINs 0001 through 0007. Pricing will be reviewed for completeness and fair and reasonable determination in accordance with RFO 15.404-1

Award will be made to the offeror that provides the best value, and is a responsible offeror whose quote meets all solicitation requirements.
