Purchase of Imtakt Liquid Chromatography Columns

The Center for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) intends to award a sole source purchase order to the Herman-Robbins, LLC (dba Imtakt USA), 500 SW 116th Ave, Portland, OR, 97225 for the purchase of Purchase of Imtakt Liquid Chromatography Columns.

The authority for this sole source acquisition is in accordance with FAR Part 12.102(a).

The program requires replacement Imtakt Unison UK-C-18 and Cadenza HS-C18 liquid chromatography columns, which are consumable items depleted through routine use in assays that detect and measure antiretroviral drugs in biological specimens. These assays were developed and validated specifically using these column products, and method validation for the testing is tied directly to the exact column chemistry used during development; substituting a different column could alter retention time, resolution, and reproducibility, requiring costly and time-prohibitive revalidation and risking disruption to ongoing antiretroviral drug monitoring where result accuracy and consistency are critical. Imtakt Unison UK-C-18 and Cadenza HS-C18 columns are proprietary products manufactured by Imtakt Corporation, and Imtakt USA is the sole authorized source through which these exact columns can be procured; therefore, Imtakt USA is the only responsible source capable of supplying the replacement columns needed to maintain the validity and continuity of the program's existing assays.  

As a result of this synopsis, no competitive solicitation will be posted on sam.gov.  We will issue only one solicitation to the identified entity. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by the closing date of this posting. The Contracting Officer will not respond to verbal request. All requests must be in writing.

A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
