1. Overview
The United States Section of the International Boundary and Water Commission (USIBWC) intends to issue a Request for Proposals (RFP) for a performance‑based, full‑service Operations and Maintenance (O&M) contract for the South Bay International Wastewater Treatment Plant (SBIWTP) and associated conveyance assets in San Diego County, California. The planned contract type is Firm‑Fixed‑Price (FFP) with defined performance outcomes and metrics.

2. Description of Requirement (FAR 5.207(c))
USIBWC seeks a qualified O&M contractor to operate, maintain, and manage SBIWTP and its conveyance infrastructure (e.g., canyon collectors, pump stations, junction boxes, and South Bay Land/Ocean Outfall interfaces). Services include day‑to‑day plant operations; maintenance, servicing, repair and replacement; influent/effluent sampling and laboratory testing; system monitoring and data recording; quality control; reporting; asset and fleet management; grounds and housekeeping; chemical supply; and related services necessary for continuous, compliant operation.
The O&M contractor will coordinate closely with the Government’s Progressive Design‑Build (PDB) team during ongoing rehabilitation and expansion activities. The Government remains legally responsible for permit compliance; the contractor supports compliance through operations, monitoring, and reporting aligned to performance metrics.
3. Source‑Selection Approach
USIBWC anticipates using a Highest Technically Rated with a Fair & Reasonable Price (HTR‑FRP) method under FAR Part 15, consistent with USIBWC’s RFO Class Deviation. Award is expected to be made to the highest technically rated responsible offeror whose price is determined fair and reasonable; no tradeoff analysis would be conducted. Final method will be confirmed in the RFP.
