Competition is lacking because market research shows no other commercial product meets all mandatory salient characteristics without redesign or re‑certification. Only TYR Tactical products remain compatible with the user's fielded TYR pouch systems. Qualification requirements: No qualification requirements apply beyond the ability to meet all salient characteristics. No prequalification office exists for this requirement.
