F/A-18 Integration Support of the ARC-210/RT-1990A(C) and the RT-2036(C) Radios

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N0042126G1005 with Collins Aerospace (CA), 400 Collins Road NE, Cedar Rapids, IA 52498-0505 to provide Naval Air Systems Command, Air Combat Electronics Program Office (PMA209) with F/A-18 (all variants) and EA-18 aircraft, hereinafter referred to as the platform.  This integration support is for the AN/ARC-210/RT-1990A(C) radio, hereinafter referred to as Gen5A and the AN/ARC-210/RT-2036(C), hereinafter referred to as Gen6 radios. This effort consists of the following elements:

1. Provide Integration Support of the Gen5A and the Gen6 radios into the platform.
2. Support Technical Interchange Meetings (TIMs) and Configuration Control Board (CCB) meetings among PMA209, PMA265, Advanced Weapons Lab (China Lake) and Boeing in order to manage and interface with the integration of the Gen5A and the Gen6 into the platform.
3. Provide platform specific modifications to the Gen5A and the Gen6 software and documentation based on changes to the Gen5A and the Gen6 software.

This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.103-2, “only one responsible source and no other supplies or services will satisfy agency requirements.” The AN/ARC-210(V) electronic protection (EP) radio systems and associated support equipment have been determined to be commercial products and CA will not provide or sell the technical data necessary to procure the items competitively or provide support for these products. Therefore, CA is the only responsible source and no other supplies or services will satisfy agency requirements.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
