All firms responding to this notice are advised that their responses are entirely voluntary, and the Government will not pay for any information or administrative costs incurred in responding to this notice. Not responding to this notice does not preclude participation in any future solicitation, should one be issued.
Purpose and Scope of Work
The 419th CSB, in coordination with the 46th Engineer Battalion, is seeking certified commercial vendors capable of providing heavy mobile crane rental, certified operator, and rigging services.
The requirement is in support of a critical military equipment restationing and download operation of approximately 116 pieces of heavy tactical engineer assets (e.g., bridge structures, shipping containers, and heavy industrial blades) arriving via commercial line-haul.
A. Core Technical Requirements:
Equipment: One (1) certified hydraulic mobile crane with a minimum lifting capacity of 225 Tons (110,000 lbs minimum lift limit).
Personnel:
One (1) fully certified, licensed, and experienced Crane Operator.
One (1) fully certified and experienced Rigger.
Operational Scope: The contractor shall safely set up, rig, lift, and maneuver heavy military engineer loads weighing up to 24,000 lbs off commercial trailers and down onto designated motor pool pads.
Place of Performance: 46th Engineer Battalion Motor Pool Area of Operations, Fort Polk, Louisiana 71459.
B. Non-Standard / Critical Schedule Constraints:
Due to the highly synchronized arrival schedule of the commercial line-haul carriers, the contractor must be available to perform on a split-week schedule across a 10-day window. Billing must be based on actual operational days/hours worked; the Government will not pay standby or rental rates for non-operational weekend days (September 26–27).
Week 1 Operations: September 21, 2026, through September 25, 2026 (5 Days / 40 hours total)
Week 2 Operations: September 28, 2026, through September 30, 2026 (3 Days / 24 hours total)
Daily Support Hours: 0830 to 1700 Daily (Standard 8-hour operational days).
Total Estimated Hours: 64 Operational Hours.
4. Capabilities Questionnaire
Interested commercial firms must submit a Capability Statement demonstrating their ability to satisfy the government's requirements. At a minimum, your response must address the following points:
A. Corporate Information:
Company Name, Address, and Website.
Unique Entity ID (UEI) and CAGE Code.
Business Size status under NAICS 532412 (e.g., Small Business, SDVOSB, WOSB, 8(a), HubZone, or Large Business).
Point of Contact information (Name, Title, Phone, and Email).
B. Technical Capability & Assets:
Confirm that your company owns, leases, or has immediate access to a certified mobile crane with at least 225-ton lifting capacity that can be fully mobilized to Fort Polk, LA, by 0830 on September 21, 2026.
Confirm that your operator(s) and rigger(s) hold active, industry-standard certifications (e.g., NCCCO or equivalent) and can safely access a military installation under standard access control rules.
Confirm your company's ability to execute the exact split-week performance window (Sept 21-25 and Sept 28-30, 2026) without requiring payment for the intervening weekend of September 26-27, 2026.
C. Mobilization & Proximity:
Provide the physical dispatch address of the crane. Detail your mobilization schedule and estimated move-in / move-out pricing to Fort Polk, LA.
Address how your company handles potential weather delays or commercial shipping delays within this schedule.
D. Past Performance:
Provide up to three (3) examples of similar crane and rigging support operations executed within the past three (3) years. Please include the contract value, the size of the crane utilized, the complexity of the lifts, and a government or commercial point of contact.
5. Submission Instructions
Responses to this Sources Sought Notice must be submitted electronically via email to the Contracting Officer, SFC Cameron R. Wade (cameron.r.wade.mil@army.mil) no later than August 28, 2026, at 12:00 PM EST.
The email subject line must read: "Response to Sources Sought: 46th EN BN Crane Support - [Your Company Name]".
Submissions must be in Adobe PDF format and should not exceed five (5) pages in length.
