PURPOSE:
NAVSUP Fleet Logistics Center, San Diego (FLCSD) is conducting market research under FAR Part 10 to identify qualified sources and to obtain industry feedback on the draft Performance Work Statement (PWS), qualification requirements, delivery timelines, and potential acquisition strategies for The Center for Homeland Defense and Security (CHDS) Educational Program Support.
This is not a solicitation announcement. This notice is for planning purposes only and is not to be construed as a commitment by the Government. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Any information submitted by respondents to this notice is strictly voluntary. The Government will not award any contract based on the information received from this notice. The government will utilize information received from this notice to assist in acquisition planning and identifying small businesses’ capabilities.
DESCRIPTION OF REQUIREMENT:
This requirement is for contractor-provided educational support for CHDS’ graduate and executive level educational and research programs. Eligible participants are professionals and volunteers engaged in public safety, emergency management, public health, homeland security, national security, or homeland defense. The scope of work includes curriculum development, course execution, logistical support, and technological support for several distinct CHDS programs, including:
The contractor shall provide instructional, administrative, research, and technical support across this portfolio of programs, which are delivered both in-residence at the NPS campus in Monterey, CA, and at various locations throughout the United States and its territories. (See Draft PWS)
The contractor shall provide data and reporting for all CHDS programs by utilizing the government's enterprise resource planning tools (e.g., BERT budgeting, estimating, reporting and tracking: CHDS enterprise resource planning tool). This includes submitting monthly progress and financial reports, status reports, and other data as required to support CHDS's strategic mission and stakeholder requirements. (See Draft PWS).
The contractor is responsible for the full lifecycle of the CHDS educational curriculum. This includes a collaborative effort with CHDS and its major stakeholders (including DHS, FEMA, and DoD) to plan, develop, and continuously update all graduate-level courses, lectures, and instructional materials to reflect the evolution of the homeland security discipline. The Government anticipates this effort to result in the solicitation of a non-commercial, Cost-Plus Fixed Fee (CPFF) requirement with one 12-month base period, followed by four 12-month option periods.

Interested vendors must submit a capability statement (no more than 10 pages) demonstrating they can meet the required CHDS Educational Program Support requirements in accordance with the Draft PWS.

Describe your company's experience developing and maintaining graduate and executive-level educational curriculum for homeland defense and security as described in the Draft PWS; specifically mentioning any work related to programs for federal, state, local, tribal, and territorial government agencies, as well as the private sector and NGOs.
Outline your approach to providing educational program life cycle management and support. What systems, processes, and database management tools (such as BERT or other educational planning platforms) would you use to ensure seamless curriculum delivery, course execution, and stakeholder reporting?
Explain your approach to supporting the delivery of graduate and executive-level homeland security curriculum in accordance with the Draft PWS. How does your organization manage and support a diverse student body spanning federal, state, local, tribal, and territorial (FSLTT) agencies, the private sector, and Non-Governmental Organizations (NGOs)?
What processes do you have in place to support international partners participating in educational programs on a case-by-case basis?
The Master's (MA), Executive Leaders Program (ELP), Emergence, and Radiological Emergency Preparedness (REP) programs are primarily located at the Naval Postgraduate School (NPS) campus in Monterey, CA. How will you source, manage, and sustain support staff at this primary location?
The Executive Education Programs (EEP) occur at various locations throughout the US and its territories, and other programs may occasionally move to alternative locations. How will you manage logistics, travel, and quality control for widely distributed and dynamic program sites?
Given the multiple distinct programs (MA, ELP, Emergence, REP, EEP) operating simultaneously, how does your management approach ensure dedicated support for each without degrading quality or performance across the portfolio?
