NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION
Title: Full Service Maintenance for two (2) multi-scan LFER PET/CT IN-VIVO Animal Imager instruments
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
(ii) The solicitation number is 75N98026Q00669. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition, including Brand Name.
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).
The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a firm-fixed price purchase order on a non-competitive basis to Mediso USA LLC, 1530 Wilson Blvd STE 115, Arlington, VA, 22209-2447 to procure an annual full service maintenance contract for two (2) MultiScan LFER PET/CT IN-VIVO Animal Imager instruments located in Bethesda, MD.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 dated January 2026.
(iv) The associated North American Industry Classification System (NAICS) code for this procurement is 811210 - Electronic and Precision Equipment Repair and Maintenance, and the small business size standard is $34M. This requirement is not set aside for small business.
(v) Description of Requirement: The government requires the following brand name services: Instrument: Mediso MultiScan LFER 150 PET/CT Serial Number(s): LF000010-0008V1 and LF000010-0009V1 Service Plan: Mediso Preventative Maintenance and Service Agreement (brand name)
Required by the National Institute of Allergy and Infectious Diseases (NIAID), Division of Intramural Research (DIR), Laboratory of Clinical Infectious Diseases (LCID), Tuberculosis Research Section (TRS). In NIAID clinical studies, we are using 18F-fluoro-2-deoxy-D-glucose (FDG) positron emission tomography (PET) and high-resolution computed tomography (HR-CT) imaging to monitor response to chemotherapy in TB patients. The results have re-emphasized that TB in humans is a complex disease, usually presenting with a spectrum of lesions, both structurally and functionally, even within a single patient. The difficulty in the human studies is that we cannot make a direct physical correlation with the images we see by PET/CT and the changes in microbiologic and histopathologic outcome of the individual lesions and overall disease. By adding HR-CT and FDG-PET monitoring to our animal experiments, we can make correlations with the results we are observing in TB patients and provide context for the interpretation of the human results using tractable animal models. In addition, we will test new potential PET probes designed to target features of the bacteria or the disease in animals to determine their usefulness before pursuing the probes use in humans. This project requires regular access to PET/CT imaging equipment with sufficient resolution and speed to image 0.1 mm anatomic structures in animals as big as macaques and adult NZW rabbits located in a NIAID animal BSL-3 facility. The warranty will expire in June 2026, and we must put a new service contract in place for the machine directly with Mediso USA LLC. No other vendor or 3rd party can be accepted as the machine is still new and unique and cannot be serviced by a 3rd party to avoid nulling the remaining warranty features.

(vii) The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
(viii) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items, applies to this acquisition. Add any additional instructions as required.
(ix) The provision at FAR 52.212-2, Evaluation—Commercial Items, applies to this acquisition.
(a) A written notice of award or acceptance of an offer, issued to the successful offeror within the time specified in the offer, shall result in a binding contract without further action by either party. The Government reserves the right to accept any offer (or part of an offer) before the expiration date, whether or not discussions are conducted, unless a written notice of withdrawal is received prior to award. Add additional evaluation criteria as required.
(x) Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, with their offer.

(xv) The Defense Priorities and Allocations System (DPAS) is not applicable to this requirement.
(xvi) Submission Requirements: Responses must include sufficient information to demonstrate the respondent’s capability to provide the required product or service. Price quotations shall include, at a minimum: unit price, list price, shipping and handling costs, delivery timeframe after award, delivery terms, prompt payment discount terms, F.O.B. point (destination or origin), product or catalog numbers, product descriptions, and any other relevant information.
Evaluation factors may include, but are not limited to: past performance, technical capability, special features, trade-in considerations, expected lifecycle, warranty, maintenance availability, and environmental or energy efficiency considerations.
Respondents claiming to be manufacturers or authorized resellers of a specified brand-name product must provide: (a) Product, catalog, model, and/or part number(s); (b) Product description; (c) Documentation demonstrating that the offered item meets all required salient characteristics; (d) Quantity; (e) Estimated price or cost; (f) Shipping, handling, and/or installation charges; and (g) Delivery timeframe after receipt of order.
Responses must also include the Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification. All offerors must be actively registered in the System for Award Management (SAM) at www.sam.gov.
A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
