Northrop Grumman, Indefinite Delivery Indefinite Quantity (IDIQ)

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Northrop Grumman Systems Corporation (NGSC), CAGE Code 70974, of Melbourne, FL, for the procurement of supplies and services required for the E-2D Advanced Hawkeye (AHE) Block II retrofit program. This effort encompasses the procurement, storage, assembly, and delivery of up to one hundred (100) E-2D Block II retrofit kits; installation and modification services for up to eighty-three (83) fleet E-2D AHE aircraft; procurement of Long-Lead Material (LLM); non-recurring engineering (NRE) and integration support; Manufacturing Readiness Assessments (MRAs); First Article Inspections (FAIs); depot-level and in-service repair and maintenance services, including restoring Not Ready For Issue (NRFI) components to Ready For Issue (RFI) condition; Over and Above (O&A) work; sustaining engineering; and integrated logistics and supply support. Operational verification and checkouts shall be conducted utilizing U.S. Navy Interactive Electronic Technical Manuals (IETMs), and post-modification Functional Check Flights (FCFs) shall be conducted in accordance with Naval Air Training and Operating Procedures Standardization (NATOPS) publications in support of the E-2/C-2 Airborne Command and Control Systems Program Office (PMA-231).

A sole source acquisition will be procured under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Northrop Grumman Systems Corporation is the Original Equipment Manufacturer (OEM) and sole designer, developer, and manufacturer of the E-2D Advanced Hawkeye aircraft, including the Hawkeye Cockpit Tech Refresh (HECTR) and Theater Combat ID (TCID) Block II configurations developed under preceding development contract N00019-23-F-2625. NGSC is the only known qualified, responsible source that possesses the requisite technical expertise, manufacturing infrastructure, specialized tooling, and proprietary technical data and software source code required to fulfill these requirements without causing unacceptable operational delays to fleet Planned Maintenance Intervals (PMIs) and substantial duplication of cost to the Government that is not expected to be recovered through competition.
