Rack Mount Chassis for Single Stream PCM Frame Synchronizer/Decommutator for Edwards AFB

Utilizing the best commercial and trade practices, contractor shall provide products for 419th Flight Test Squadron (FLTS) LTS Bomber Data Lab at Edwards AFB, CA.

This is a synopsis/solicitation for commercial products prepared in accordance with the format in RFO Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, see attached request for quote (RFQ). The Simplified Acquisition Procedures will be used for this requirement.

The required item(s) is as follows: 

LS-68-R1-M1-B1-S1, Rack Mount, 1U, 12-inch-deep chassis, Single Stream PCM Frame Synchronizer/Decommutator, with Bit Sync and Super Simulation options, Quantity  -1 each

This is a Multi-Stream Modular Telemetry Processing, Simulation and Recording System

Interested parties capable of providing the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote including delivery FOB Destination Edwards AFB CA 93524.

The government intends to award the purchase for the requirement directly to the OEM, Harmonix Systems Inc. (as Small Business) doing Business as Lumistar Inc., CAGE Code: 718V9, UIED: Z9ZNJ31Y8ZK4.

Offeror(s) are required to submit quote with enough information for the Government to evaluate the minimum requirements detailed in this synopsis/solicitation, including CAGE Code, DUNS Number, and date offer expires.

Contractors must fill out FA9302-26-Q-0098 attachment and complete all the provisions and provide pricing within attachment within the RFQ for this combined synopsis/solicitation.

Contractors must be registered in the System for Award Management (https://www.sam.gov) prior to award. Award shall not be delayed due to expired, or non-registered entities in SAM.gov.

This solicitation is issued as a request for quote (RFQ).

This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2026-01, DPN 20260702, and DAFAC 2025-1016.

The North American Industry Classification System (NAICS) number for this acquisition is 334511 “Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing industry” with a size standard of 1,350 Employees. 

Place of delivery and acceptance is FOB Destination, Edwards AFB, CA 93524. Any/all delivery charges must be included in the quote for FOB Destination.
