- Over-and-Above Streams: If the Coast Guard generates waste volumes that exceed the annual estimates provided in Section 2.2, or if a completely new, unlisted waste stream is generated, how will those excess services be ordered and billed? Will there be an "Over and Above" or "Discretionary" CLIN established?
Over-and-Above Streams: Billed as a one-time purchase.
- Extraction Points & Infrastructure: For the 15,000 gallons of Oily Water (Bilge Water) and 2,000 gallons of Petroleum Oils, are vacuum trucks pumping directly from vessels (cutters) moored at the docks, or are they evacuating shore-based collection / holding tanks?
Extraction Points & Infrastructure: These waste streams are primarily located in 360-gallon totes.
Hose Length Requirements: What is the maximum distance (in feet) from the closest designated vacuum truck staging parking area to the waste extraction points at both the North Moorings and South Moorings locations? This dictates necessary hose lengths and pump head pressures

- Historical Contamination Levels: Can the government provide historical laboratory profiles or analytical data regarding the Oily Water (Bilge Water) stream? Specifically, does this stream historically contain high concentrations of heavy metals, solvents, or detergents that would trigger facility disposal surcharges?

- AFFF Disposal Mandates: Section 2.2.2 lists Ansulite Aqueous Film-Forming Foam (AFFF) and Ansulite 3% AFFF. Given evolving federal, EPA, and Department of Defense regulations regarding Per- and polyfluoroalkyl substances (PFAS), does the Coast Guard mandate a specific disposal methodology (e.g., certified high-temperature thermal destruction) for these two drums?
AFFF Disposal Mandates: No
- Empty Drum Condition: For the "Empty Drum Disposal" estimated at 85 drums, are these drums crushed, open-head, or closed-head? Do they contain residual hazardous material layers that require specialized triple-rinsing or decontamination prior to disposal?
Empty Drum Condition: Combination of open head and closed head. Some of the closed headed drums contain hydraulic oil or old jacket water but our previous contractor has had no issues with disposing them as they are.
- Household Hazardous Waste (HHW) Inventory: Section 2.2.2 identifies 2 drums of Household Hazardous Waste. Is this waste loose-packed or lab-packed? Can the government provide a historical manifest list of the typical consumer chemicals found in this category?
Household Hazardous Waste (HHW) Inventory: Lab packed. No, this will be a new waste stream.
- Drum Consolidation Rights: Is the contractor permitted to bulking / consolidate compatible containerized waste streams on-site to minimize transport profiles, or must every drum be manifested and shipped exactly as it is packaged by the Coast Guard?

- Equipment Ownership: Section 2.2.3 lists parts washers for the Armory, MK Shop, and MAT Team. Does the contractor need to provide and lease the physical parts washer machines / basins to the government, or does the government own the infrastructure, meaning the contractor is solely responsible for fluid exchange and disposal?Equipment Ownership: The contractor is solely responsible for fluid exchange and disposal.
- Chemistry Requirements: What specific type of solvent or cleaning chemistry is currently utilized or required by the Coast Guard for these parts washers (e.g., petroleum-based solvent vs. aqueous-based / bioremediating fluid)?Chemistry Requirements: See attached profile for chemistry.
- Chain of Custody / Sampling Labor: For Section 2.2.4 (TCLP Testing and Pre-Qualification Analysis), is the contractor required to send a technician / chemist to the facility to pull the physical samples and document the chain of custody, or will Coast Guard personnel pull the samples and hand them to the contractor during scheduled stops?Chain of Custody / Sampling Labor: If sampling is required, then the Coast Guard will request a technician or chemist pull the samples for analysis.
- Drum Specifications: Section 2.2.5 requires "55-Gal Drum Replenishment." Will the government accept reconditioned open-head steel drums, or does the Coast Guard mandate brand-new, UN-rated, DOT-approved steel or poly drums? Are drum liners or specialized bung lids required?
Drum Specifications: The Coast Guard may accept reconditioned open-head steel drums for a discounted disposal charge, but they must be UN-rated, DOT-approved steel and/or poly drums. Other than that, the Coast Guard would like them brand new.
- Scheduling Notice: Section 1.3 states that collections will be on a bi-weekly or monthly basis depending on operations. What is the minimum mandatory notice period the Environmental Protection Specialist (EPS) will provide to the contractor to schedule a collection window?

- Split Stops: Are collections at the North Moorings (600 8th Ave SE) and South Moorings (1301 Beach Dr SE) always coordinated to occur on the exact same day, or must the contractor prepare for separate mobilization calls for each individual location?
Split Stops: Same day; the installation is small.
- Project Manager On-Site Presence: Section 3.4 outlines the requirements for the Project Manager (PM). Does the PM need to be physically present at the St. Petersburg facilities during every collection event, or is remote management acceptable provided that fully qualified, certified CDL Hazmat technicians are performing the field work?Project Manager On-Site Presence: No, the Coast Guard will provide an escort to accompany the contractor while on the installation.
- Base Access & Subcontractor Clearances: Section 3.5.1 notes potential vehicle inspection delays. Will the Coast Guard establish a long-term base access roster or localized background check protocol for the contractor's designated transportation partners to minimize delays, or will day-badges be required for every single pickup?
Base Access & Subcontractor Clearances: No, background check and day passes are not required if the contractor will be escorted.
- Facility Operating Hours: Section 3.4.1 lists communication hours as 0700 to 1500. Are these the exact operational constraints for physical waste pickups as well, or can waste loading occur outside of these hours if coordinated with the escort?
Facility Operating Hours: Hazardous waste pick up must occur within the provided window of 0700 to 1500 for each pick up.

This requirement is for a firm fixed price service contract. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13 and part 15
The Government will award a contract for a base year plus 2 option years resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, Best Value.
52.217-9 Option to Extend the Term of the Contract
The Government may extend the term of this contract by written notice to the Contractor ; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months.
