This is a Sources Sought Notice only
This is not a solicitation, request for proposal (RFP), or request for quotation (RFQ). This notice is issued solely for market research purposes in accordance with FAR Part 10 to determine the availability of qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of meeting the Government's requirements.
The Indian Health Service (IHS), Navajo Area Office, is seeking information from firms interested in providing National Diabetes Prevention Program (National DPP) Lifestyle Coach Training using the CDC-recognized PreventT2 curriculum.
Background
The Navajo Area Indian Health Service provides healthcare services to more than 200,000 members of the Navajo Nation throughout Arizona, New Mexico, and Utah. Through the Special Diabetes Program for Indians (SDPI), the Navajo Area seeks to increase local capacity for diabetes prevention by training healthcare professionals to deliver evidence-based lifestyle intervention programs.
Requirement
The Contractor shall provide one (1) two-day, in-person National DPP Lifestyle Coach Training for approximately 18 participants utilizing the CDC-recognized PreventT2 curriculum.
The Contractor shall:
Training participants will include public health professionals, nurses, dietitians, pharmacists, physicians, physician assistants, diabetes educators, health promotion specialists, nutritionists, fitness specialists, and other healthcare personnel involved in diabetes prevention activities.

Indian Economic Enterprise Set-Aside Determination
The Government is conducting market research to determine whether sufficient qualified Indian Economic Enterprises (IEEs) or Indian Small Business Economic Enterprises (ISBEEs) exist to support an acquisition under the Buy Indian Act (25 U.S.C. §47) and the implementing regulations contained in FAR Subpart 26.1 and HHSAR Subpart 326.6.

This Sources Sought Notice is issued solely for information and planning purposes and does not constitute a solicitation. The Government is under no obligation to award a contract or reimburse respondents for any costs associated with preparing a response. Information received will be used solely to determine the appropriate acquisition strategy.
Interested respondents claiming IEE or ISBEE status shall be prepared to demonstrate compliance with FAR 52.226-1, Indian Incentive Program, and HHSAR 326.601–326.602 regarding eligibility under the Buy Indian Act.
